    Goals / Remit

    Access Info Europe is a human rights organisation dedicated to promoting and protecting the right of access to information in Europe as a tool for defending civil liberties and human rights, for facilitating public participation in decision-making and for holding governments and intergovernmental bodies accountable.

    Access Info's mission is that the right of access to information be enshrined in law and work in practice.

    Main EU files targeted

    Access Info Europe acts to promote and protect the right of access to information (freedom of information).

    This includes the right of access to EU documents as established by Article 15 of the Treaty on the Functioning of the European Union.

    The main legislative files that Access Info follows are:
    * Regulation 1049/2001 on access to EU documents
    * Rules on the functioning of the EU Transparency Register
    * Transparency, accountability and integrity in the EU institutions own-initiative report procedure (AFCO) Sven GIEGOLD
    * Migration and refugee agreements and policy
    * Directive 95/46/EC on personal data protection
    * Directive 2003/98/EC on the re-use of public sector information

    Access Info also supports initiatives to increase public participation in decision-making at the EU level.

    We work with the Alliance for Lobbying Transparency and Ethics Regulation (ALTER EU) on the following topics:
    * 2013-14 EU Transparency Register Review and its implementation
    * Commission Work Programmes for 2015 and 2016, including the Establishment of a mandatory Transparency Register for interest representatives via the 2016 EU Transparency Register Review
    * Ongoing implementation of Code of Conduct for Members of the European Parliament with respect to financial interests and conflicts of interest (2011/2174(REG))
    * Ongoing implementation of 2014 European staff regulations
    * Ongoing implementation of 2011 Code of Conduct for Commissioners
    * Ongoing review and updating of Rules of Procedure for Expert Groups
    * European Parliament's working group: Revisiting the Rules of Procedure
    * Transparency, accountability and integrity in the EU institutions own-initiative report procedure (AFCO) Sven GIEGOLD

    A summary of Access Info Europe's annual accounts can be found at http://www.access-info.org/accounts. We are currently awaiting approval from our board of the 2015 accounts, which will be uploaded to our website shortly.

    Access Info operates on the bases of grants and donations. We do not accept anonymous donations over 100 Euros.

    Under Access Info's transparency policy, anyone may file a request for further information about our finances and the bills and receipts related to our expenditure for each year are available for inspection in the Access Info office in Madrid.

    * AsktheEU.org
    - Access Info runs the www.AsktheEU.org website, an online platform where citizens can file access to documents requests to any EU institutions. All responses and requests are published online and in real-time. Access Info also regularly files information requests of our own.
    - Access Info uses the data generated through AsktheEU.org to analyse compliance with the right of access to EU documents by various EU institutions, and to propose recommendations for improvement.
    - We have launched reports on Council of the European Union and the European Central Bank. We are currently preparing a report on the European Commission. http://www.access-info.org/category/eut

    * Transparency of the European Commission
    - Campaigning against the EC's postal address policy adopted on 1 April 2014, whereby access to documents requests are rejected if citizens fail to provide a personal postal address.

    - Letters sent to EU Commissioners proposing improvements to the transparency of EU spending and of the decision-making process, including trilogues. These can be found on Access Info's website at http://www.access-info.org/category/eut
    - Campaigning to end the overuse of the Regulation 1049/2001 exception on privacy in particular when used to evade scrutiny of public officials as well as increase record keeping in particular on minutes of meetings as well as around how decisions are taken and the justifications behind them.

    - Campaigning for adoption of international standards on access to information as part of the Transparency, accountability and integrity in the EU institutions own-initiative report procedure (AFCO) Sven GIEGOLD* Transparency of Company Ownership: Access Info will follow the implementation of the Anti-money laundering Directive, focusing on the question of "legitimate access" to beneficial ownership information and calling for public registers.

    WORK DONE VIA THE ALTER-EU COALITION

    * Access Info is part of the Steering Committee of ALTER-EU since October 2011 and as such is engaged in campaigns to reform the EU Transparency Register, to re-balance expert groups in the European Commission, and to strengthen ethics regulation in the EU.

    * Lobby Transparency Now! Campaign: As part of ALTER-EU, Access Info works on a pan-European campaign involving member groups. The objective is to campaign so that a high-quality mandatory lobby register is adopted by the EU institutions (and ideally implemented on the national level as well).
