    Goals / Remit

    Founded in 1987, ARTICLE 19 is an international organization defending freedom of expression and information around the world. We work for a world where all people everywhere can freely express themselves and actively engage in public life without fear of discrimination. ARTICLE 19 works on five interacting areas: civic space, digital, media, protection, and transparency, all of which are underpinned by a focus on equality, and our local to global theory of change.     Main EU files targeted

    ARTICLE 19 is primarily following developments concerning the Digital Services Act ('DSA'), the Terrorist Content Regulation, the EU Codes of Conduct on Hate Speech and Disinformation and implementation of the Audiovisual Media Services Directive. We also follow developments on competition issues as relevant to digital and social media markets and engage with BEREC. We follow developments on Artificial Intelligence. More generally our focus is on laws that can have an impact on freedom of expression and digital rights.

    We are also doing work related to protection of the media, in particular the EU Democracy Action Plan and a Rule of Law Mechanism related to the safety of journalists and SLAPPs.

    Communication activities

    ARTICLE 19 seeks to respond to consultations on the files that are relevant to our areas of interest. We have produced 10 policy recommendations for the DSA that we have shared or plan to share with relevant Commission officials and MEPs. We have attended a number of events on the DSA. We have also signed on to letters relative to the DSA that have been sent to Commissioners. As members of EDRi, we also contribute to their work on various digital rights files that are relevant to our own priorities.

    In addition to digital rights, we also engage in advocacy activities around the EU Democracy Action Plan. As part of this work we have been engaging with Commissioner Vera Jourová and her cabinet. We also engage with the EEAS and their work and receive project funding from the EU for the defence of freedom of expression in Turkey and Russia.

    Moving forward, we plan on engaging with the following commissioners and their cabinets: Margrethe Vestager (A Europe Fit for the Digital Age), Vera Jourová (Values and Transparency), and Thierry Breton (Internal Market).

    We may also organise events with partners in Brussels on files of relevance to our work.
