    Goals / Remit

    The Buildings Performance Institute Europe (BPIE) is a not-for-profit think-tank with a focus on independent analysis and knowledge dissemination, supporting evidence-based policymaking in the field of energy performance in buildings, throughout Europe and beyond. BPIE is convinced that the building sector can reduce its greenhouse gas emissions to zero, by investing in high efficiency solutions, securing renewable energy supply for heating, cooling and electricity, and by establishing a circular economy in the construction sector. The organisation’s advice and analysis are sought and respected by entities which have the power, political clout and will to create a sustainable and low-carbon built environment. Its knowledge and expertise are used by global institutions, national decision makers and local public authorities alike. Industry and civil society are using its analysis to support their arguments for a low-carbon and high efficiency transformation of the built environment.

    Main EU files targeted

    BPIE collaborates with renowned organisations such as the European Climate Foundation (ECF), Laudes Foundation, International Energy Agency (IEA), World Bank, EBRD, UN Environment Programme, German development agency GIZ, with Member State representations to the EU and with a long list of government agencies in and outside the EU.
    BPIE has a large network of partners across Europe and other regions, due to its involvement in many EU-funded projects under the Horizon 2020, IEE and FP7 frameworks and its engagement in international exchanges and initiatives.
    BPIE’s multi-national and multidisciplinary team covers a broad expertise relevant to the field of energy and buildings with master’s degrees and PhDs in a variety of disciplines including engineering, architecture, economics, physics, environmental law and political science, environmental design and resource management, finance, and business administration. While English is our working language, the team is multi-lingual and able to conduct research in over fifteen languages.
    BPIE is involved, in 2022, in the following EU projects:
    •X-tendo (2019-2022): eXTENDing the energy performance assessment and certification schemes via a mOdular approach (2019-2022)
    •ENEFIRST (2019-2022)"Efficiency First" (E1st) is a fundamental principle applied to policymaking, planning and investment in the energy sector, which is gaining visibility in European energy and climate policy. ENEFIRST will help making the E1st principle more concrete and operational, better understand its relevance for energy demand and supply and its broader impacts across sectors and markets, focussing on the buildings sector. Its main objectives are to define the principle of E1st in practical terms, assess how it has been applied internationally and how it applies to the EU context, to assess the value of applying E1st across different policy areas for buildings’ end-use energy efficiency and to quantify the impacts of increased building energy efficiency for the future energy system in the EU as well as to identify key policy areas for the application of E1st and develop policy proposals for its implementation in the EU.
    • eSAFE (2020-2024) is aiming at developing and demonstrating fast, cost-effective and tailorable integrated solutions for an energy-efficient and anti-seismic deep renovation of existing non-historic buildings. This will be based on an innovative collaborative co-design process and supported by business models that make deep renovation more attractive and viable.
    •iBROad2EPC (2021-2025) represents the next step in energy performance assessment schemes and certification practices, promoting and showcasing the integration of Building Renovation Passport elements into EPC schemes. Building on the results of the iBRoad project (2017-2020) which developed, tested and delivered a model for the Building Renovation Passport supporting single-family home-owners with personalised advice to facilitate stepwise deep renovation, iBRoad2EPC aims to bridge the Building Renovation Passport with the EPC, and expand, improve and broaden their format and joint scope to consider additional features and become applicable also to multi-family and public buildings.

    Communication activities

    BPIE is involved in many projects and studies to ensure effective implementation of relevant EU Directives influencing national energy performance and efficiency strategies in the construction sector. Our projects focus mainly on key challenges linked to efficient policy implementation. In line with our mission and objectives, our work concentrates on the following areas:
    - New buildings
    - Renovating the EU building stock
    - Supporting policies and instruments
    - Buildings data
    In terms of communication activities, BPIE mainly disseminates news and information about its own publications, projects and events through its website (http://bpie.eu/) and social media channels, namely Facebook, Twitter and LinkedIn pages. From time to time, BPIE organises events to present its studies, results and to discuss topics related to the field. These events target a variety of stakeholders, such as policy makers, industry, researchers, NGOs and consultants.
    BPIE has produced many reports since 2010, independently or teaming up with other key stakeholders. Our reports focus on topics such as renovation strategies, energy performance certificates, fuel poverty, nearly-Zero-Energy Buildings and others. They are all available freely on the reports section of the website bpie.eu.
    Since 2010, BPIE has also focused on the implementation of existing EU Directives in selected countries such as Romania, Poland, Bulgaria and Germany. Taking a country-specific approach allows solutions to be better tailored to the national conditions and therefore be easier implemented. BPIE focuses on catalysing change and drive market transformation in the buildings sector by providing technical advice and work with partners in respective Member States to achieve policy progress. Documenting and sharing success stories from these countries is also important.
