    Goals / Remit

    Caritas Europa is the European network of 49 member organisations in 46 countries across the European continent, including all member states of the European Union and the vast majority of Council of Europe member countries.

    Caritas Europa has a permanent secretariat in Brussels, Belgium. The secretariat ensures that our members' messages and policy demands are heard by European institutions such as the European Union and the Council of Europe. All our calls for change are based on the experiences of Caritas teams working on the ground.

    The secretariat also promotes the active exchange of experiences, skills, and means between the member organisations. It establishes tools and mechanisms to strengthen and professionalise the role and work of the member organisations in their countries.

    When an emergency hits Europe, the secretariat coordinates to ensure that the means that the member organisations can mobilise, are used as efficiently as possible.

    Communication activities

    CE aims to raise awareness of social rights and promote social justice both internally within the network as well as externally to the general public in order to influence policy change and contribute to a social Europe.

    To this end, CE disseminates articles, stories, position papers, briefing papers, joint calls with other networks/allies, statements, press releases, opinion pieces, publications, etc. about its EU policy work via the website, monthly electronic newsletter, and social media channels – Twitter, Facebook, LinkedIn and YouTube.



    These outputs relate to ongoing societal issues to give visibility to the realities of people living in vulnerable situations and to influence public narratives to bring about structural change. They are based on information received directly from the member organisations working on the ground.



    At the same time, the network allows for a multiplier effect as many of these outputs are disseminated through member organisations at the national level across Europe.



    The biennial CARES poverty report is an example of such output with each edition focusing on a specific social policy issue of concern for the people CE and its member organisations serve, such as on access to services. The launch events of these publications as well as other policy-oriented events all aim at bringing together various actors – policymakers, civil society organisations (Caritas and non-Caritas actors), academia, and people living in vulnerable situations – to discuss challenges and share good practices to bring about the needed policy change.



    Other punctual campaigns, particularly on social media, focus on specific policy files, such as on the minimum income directive. These are carried out throughout the year with the support of member organisations.
