    Goals / Remit

    Caritas Europa is the umbrella organisation of the European network of 48 Caritas member organisations, working in 44 European countries.

    Caritas Europa focuses its activities on policy issues related to poverty and social inequality, migration and asylum within all countries of Europe, and issues of emergency humanitarian assistance and international development throughout the world.

    With regard to these issues, the organisation develops policies for political advocacy at European level as well as at national level. The organisation is strongly involved in supporting the activities of its Member Organisations and those in the wider Caritas Internationalis confederation.

    In a profound commitment to fight poverty and social exclusion and to promote human development, social justice and sustainable social systems in Europe and throughout the world, Caritas Europa brings together the human, technical and financial resources of its member organisations.

    Selected strategic goals for the period 2008 – 2010 currently under implementation are the following.

    Priority Area I: Social Inclusion and Social Cohesion
    -To foster social services provision by member organisations
    -To monitor social realities
    -To implement a common social policy framework
    -To foster civil dialogue on social issues by member organisations
    -To intensify social advocacy by Caritas Europa
    -To work in partnership with European institutions
    -To network within civil society

    Priority Area II: Migration, Asylum, Anti-Trafficking and Integration
    -To foster migration related services by member organisations
    -To pay special attention to human trafficking
    -To monitor migration realities
    -To implement a common migration policy framework

    Priority Area III: Major emergencies around the world
    -To improve the quality of the Caritas Europa response to emergencies through learning
    -To improve the performance of Caritas Europa and the cooperation of member organisations in responding to major emergencies
    -To build on and strengthen the Caritas Europa contribution to the Caritas Internationalis emergency strategy
    -To create coherent policies and relevant advocacy positions with regard to humanitarian emergency response and to disaster prevention and disaster preparedness

    Priority Area IV: International Development and Peace
    -To develop and enhance partnerships between Europe and other regions of the world and to strengthen the coordination between member organisations with regard to partnership
    -To campaign in Europe for a more just world
    -To foster commitment to the Millennium Development Goals (MDGs) as a major charter for humanity, reflecting the fundamental option for the poor of Caritas Europa
    -To increase Caritas Europa profile vis-à-vis the EU in its work on international development, justice and peace
    -To promote and create awareness on issues of peace and reconciliation

    -To study and analyse the links between migration and development

    Priority Area V: Support to member organisations and internal networking
    -To enhance recognition, ownership and support by member organisations of Caritas Europa strategies and activities
    -To promote good governance, quality management and transparency within the network
    -To foster a sustainable and active member organisation in each European country

    Priority Area VI: Advocacy, Communications, External networking and Theological reflection and action
    -To implement the Caritas Europa Advocacy Strategy “Advocacy, the other side of the coin”
    -To implement the reviewed and updated Caritas Europa Communications Strategy “Roads are made by Walking”
    -To foster effective and appropriate external networking

    Following the guidelines of the EU Civil Society Contact Group and Alter EU, Caritas Europa has calculated that it has spent an estimated 356171 Euro in 2008 on activities carried out with the objective of influencing the policy formulation and decision making processes of the EU institutions.

    The figure is arrived at by calculating 50% of the staff costs for staff who work on policy, plus 50% of meetings and/or conferences organised where an element of such meetings included trying to influence policy, and 100% of the membership fees paid by Caritas Europa to European platforms (e.g. Social Platform, CONCORD and others).
