    Goals / Remit

    De nombreuses décisions ou orientations prises au niveau européen touchent directement la vie familiale. Leur incidence sur les parents et les enfants est telle que l’élaboration progressive d’une politique familiale européenne s’impose. Cette politique peut se définir comme étant la dimension familiale à donner aux politiques et initiatives économiques, sociales et culturelles développées au niveau européen; en un mot, il s’agit de «family mainstreaming».

    Pour promouvoir une telle politique, la COFACE agit dans trois directions complémentaires:

    * Porte-parole des organisations familiales, elle est l’interlocuteur des instances européennes dans tous les secteurs où les droits et intérêts des familles sont impliqués.

    * Elle informe les organisations nationales des développements de l’Union européenne et encourage une prise de conscience européenne.

    * Elle organise des échanges d’idées et d’expériences et une entraide entre les organisations familiales des divers pays.


    Au fil des années, l’action de la COFACE a contribué au développement de la politique européenne dans les secteurs comme la défense des intérêts des consommateurs, la protection sociale, la lutte contre l’exclusion sociale, la non-discrimination et l’égalité des chances, la démographie, les programmes d’aide aux personnes handicapées et leurs familles, la promotion de la santé, de l’éducation, de la société civile,… Ainsi la dimension familiale prend progressivement place dans le champ d’action européen.

    La COFACE veut intensifier sa collaboration avec les institutions européennes et leur demande:

    * D’être consultée dans tous les secteurs où la dimension familiale des politiques est concernée.

    * D’organiser chaque année une réunion du Conseil des ministres ayant la politique familiale dans leurs attributions.

    * De prévoir un fondement juridique incontestable de soutien à la vie familiale dans le Traité de l’Union.

    Other activities

    The issues we are working on range from family and social policies, migration, the family dimension of disability, to safer internet, protection of families as vulnerable consumers, improving childcare and health services, to the impact of the economic crisis on families, and addressing the needs of the most vulnerable families.
    We bring together organisations and policy makers to discuss issues and decisions that have an impact on the lives of families, and we aim at developing policy recommendations, that are viable, are affecting a large number of families in all their diversity, and can enable families to flourish all over Europe. We do this always in partnership with other civil society organisations at EU and national levels, the European Parliament and the European Commission, as well as other EU institutions and stakeholders.

    We organise regular working group meetings, as well as thematic and ad-hoc meetings, conferences, seminars. Through our participation in both research and other projects, we aim at developing tools and contributing to a better understanding of the situation and the environment of families in our changing societies, as well as raise awareness about certain key topics.

    We also contribute our expertise to a number of legislative proposals through stakeholder consultations, and through our advocacy work to the shaping of a more family friendly policy and legislative environment in Europe.

    Today, all families living in Europe have to cope with the increasing conflict between their family and work life. The year would offer an opportunity to focus on how the labour market is organised, what practices and policies exist and which work in enabling a good work life balance, productivity, job security and a decent quality of life. We would be looking at the trends and the demographic challenge for Europe, looking for viable solutions with a broad, multidisciplinary stakeholder base.
