    Goals / Remit

    Cosmetics Europe is a non-profit making international organization whose purpose is to represent the interests of the cosmetics and personal care industry in Europe and further its scientific, technical, economic and legal objectives. This purpose is achieved mainly by:
    - The joint study of scientific data on substances used cosmetic products, in particular data relating to their effects on human health and safety as well as on the environment; the collection and dissemination of the required scientific information to its members and to appropriate international organizations; the joint efforts to develop and apply the best non animal approaches for the safety assessment of cosmetic ingredients and products;
    - The collection and study of relevant laws and regulations applicable to the industry; the dissemination of such information to its members and to appropriate international organizations; the development of guidance, as and where needed, to facilitate the industry’s compliance with regulatory requirements;
    - Fostering transparent and reliable relationships with public authorities and stakeholders, to best communicate the social, economic and scientific relevance of the cosmetics industry in Europe;
    - Contributing to the shaping of workable and fair policy frameworks regulating the European cosmetics industry;
    - Addressing members' needs in an efficient and transparent way through timely information and decision making and focusing on issues and activities relevant for the industry.

    Main EU files targeted

    - Cosmetics Europe works closely with the European Institutions to achieve balanced policies and legislation. Its aim is to contribute to a regulatory and policy environment that encourages innovation and supports a strong and competitive cosmetics industry in Europe serving the needs of consumers. Files followed by Cosmetics Europe relate in particular to the implementation of the Cosmetic Products regulation, regulatory developments on cosmetics ingredients, consumer safety, consumer information, environmental, sustainability & chemical issues, and the development and application of new approaches for safety assessment.
    - In terms of European public consultations, Cosmetics Europe recently participated in the stakeholder consultation on fragrance allergens, the stakeholder consultation regarding the Units of Measurement Directive, the evaluation of the Vertical Block Exemption Regulation and the stakeholder consultation on endocrine disruptors. In regard to the REACH restriction process on intentionally added microplastics to products, Cosmetics Europe submitted a substantive dossier of evidence on the ECHA Annex XV proposal.
    - Cosmetics Europe attends numerous events organised by the EU institutions, such as European Parliament Plenary sessions, Committee meetings & public hearings/workshops, MEPs sponsored stakeholders events, European Commission stakeholders conferences (as the Circular Economy Stakeholders Conference and the First Annual Forum on Endocrine Disruptors), workshops (such as and in the workshop organized in relation to the evaluation process of the Vertical Block Exemption Regulation).
    - Cosmetics Europe has worked with other European trade associations to address cross sectorial issues impacting the European industry in third countries. Actions were conducted to raise the potential barriers to trade that regulatory initiatives could create between the regions.
    - For the purpose of its scientific research activities, Cosmetics Europe follows very closely the Horizon 2020 programme. More particularly, Cosmetics Europe is a partner in the Horizon 2020 project EUToxRisk, a 30 million Euro’s integrated European ‘Flagship’ Programme Driving Mechanism-based Toxicity Testing and Risk Assessment for the 21st century. Furthermore, Cosmetics Europe continues its journey towards the uptake and validation of New applied methods (NAMs) and New Generation Risk assessment (NGRA) with the Long Range Science Strategy (LRSS, 2016-2020). The objective of the LRSS collaboration and partnership is to finance, steer and promote the wide application of NAMs and NGRA for safety assessment, and to facilitate their regulatory acceptance.
    - Cosmetics Europe is partnering with the European Commission in the wider framework of the European Partnership for Alternative Approaches to Animal Testing (EPAA). The partners are committed to pooling knowledge and resources to accelerate the development, validation and acceptance of alternative approaches to further the replacement, reduction and refinement ('3Rs') of animal use in regulatory testing.
    - Cosmetics Europe works closely with the European institutions on the elaboration and the adoption of technical standards such as ISO/CEN and on the promotion of international convergence of worldwide cosmetics regulations, in particular through its participation in the International Cooperation on Cosmetics Regulation (ICCR). Cosmetics Europe participates in the International Associations Collaboration (IAC), an informal network of cosmetics and personal care representative associations from around the globe. IAC meets twice a year, and has no discrete funding or secretariat. Cosmetics Europe also keeps a close relationship with the European Commission on external trade related issues in connection with the activities of its members. For instance, Cosmetics Europe participates to meetings of the Market Access Advisory Committee (MAAC), hosted by DG TRADE.

    Events:

    - Cosmetics Europe organises yearly events to promote the industry and provide in-depth scientific and regulatory updates to stakeholders.
    On 12-13 June 2019, Cosmetics Europe held its latest Cosmetics Europe Annual Conference 2019 (CEAC 2019). The event brought together over 300 industry experts, policy makers and companies. Under the theme of “New Horizons in Cosmetics and Personal Care”, CEAC 2019 attendees discussed such topics as New horizons for the European Cosmetics Regulation, Risk-based approach to safety assessment and Cosmetics industry & sustainability.
    Representatives of the European Commission attended CEAC 2019 both as speakers and participants.
    - Building on the outcome of a 2018 Science Workshop, “Regulatory Use of novel approaches for decision making- Genotoxicity, Skin Sensitisation & Read Across”, a number of in depth sessions were organized in 2019 with stakeholders to continue the dialogue between scientists and regulators interested in novel approaches to cosmetics products and ingredients safety assessment. Also, Cosmetics Europe Scientific Advisory Board (SAB) which is composed of eminent representatives of the academia, industry and regulatory stakeholders and is advising the Long Range Science Strategy Programme (LRSS) met for the first time on November 21st, 2018. They continue to play an important role in the execution of the current science programme and are helping to shape future science activities.
    - Furthermore, Cosmetics Europe organized a workshop on regulatory best practices in Delhi addressed to the Indian Central Drugs Standard Control Organization (CDSCO) and the Indian Bureau of Standards (BIS). Representatives of the EU delegation attended the event both as speakers and participants.
