Goals / Remit
Cosmetics Europe represents the interests of the cosmetics and personal care industry in Europe, mainly by: the joint study of scientific data on substances used in our products, in particular relating to their effects on human health and safety as well as on the environment; the collection and dissemination of the required scientific information to its members and to appropriate international organizations; the joint efforts to develop and apply the best non animal approaches for the safety assessment of cosmetic ingredients and products; Monitoring and analysing relevant legislations; disseminating such information to its members and developing guidance, as and where needed, to facilitate the industry’s compliance with regulatory requirements; Fostering transparent and reliable relationships with stakeholders, to best communicate the social, economic and scientific relevance of the industry in Europe; Contributing to the shaping of workable and fair policy frameworks in Europe.
Main EU files targeted
Cosmetics Europe works closely with the European Institutions to achieve balanced policies and legislation. Its aim is to contribute to a regulatory and policy environment that encourages innovation and supports a strong and competitive cosmetics industry serving the needs of consumers.
Files followed closely relate in particular to the implementation of the Cosmetic Products Regulation, regulatory developments on cosmetics ingredients, consumer safety, consumer information, digital, competition law (vertical distribution), environmental, sustainability & chemical issues, and the development and application of new approaches for safety assessment.
Cosmetics Europe recently participated in the roadmaps, impact assessments and stakeholder consultation on Fragrance allergens, Evaluation of the Vertical Block Exemption Regulation, Fitness Check on endocrine disruptors, Chemicals Strategy for Sustainability, New Circular Economy Action plan, Sustainable Product Policy Framework, Essential requirements for packaging and reduce (over)packaging and packaging waste, A new Consumer Agenda, Empowering the consumer for the green transition, Review of the General product Safety Directive, Environmental claims based on environmental footprint methods, and the Digital Services Act. In addition, Cosmetics Europe participated to targeted consultations and stakeholder workshops on the Review of the General Product Safety Directive, Empowering the consumer for the green transition and environmental claims.
Cosmetics Europe attends numerous events organised by the EU institutions, such as European Parliament Plenary sessions, Committee meetings & public hearings, MEP sponsored events and European Commission stakeholders conferences.
Cosmetics Europe has worked with other European trade associations to address cross sectorial issues impacting the European industry in third countries. Actions were conducted to raise the potential barriers to trade that regulatory initiatives could create between the regions.
For the purpose of its scientific research activities, Cosmetics Europe follows closely the Horizon 2020 ongoing projects and the new Horizon Europe programme. Cosmetics Europe is a partner in the Horizon 2020 project EUToxRisk, an integrated European ‘Flagship’ Programme Driving Mechanism-based Toxicity Testing and Risk Assessment for the 21st century. Furthermore, Cosmetics Europe continues its journey towards the uptake and validation of New applied methods (NAMs) and New Generation Risk assessment (NGRA) with the Long Range Science Strategy (LRSS, 2016-2021). The objective of the LRSS collaboration and partnership is to finance, steer and promote the wide application of NAMs and NGRA for safety assessment, and to facilitate their regulatory acceptance.
Cosmetics Europe is partnering with the European Commission in the wider framework of the European Partnership for Alternative Approaches to Animal Testing (EPAA). The partners are committed to pooling knowledge and resources to accelerate the development, validation and acceptance of alternative approaches to further the replacement, reduction and refinement of animal use in regulatory testing.
Cosmetics Europe works closely with the European institutions on the elaboration and the adoption of technical standards such as ISO/CEN and on the promotion of international convergence of worldwide cosmetics regulations, in particular through its participation in the International Cooperation on Cosmetics Regulation (ICCR). Cosmetics Europe participates in the International Associations Collaboration (IAC), an informal network of cosmetics and personal care associations from around the globe.
Cosmetics Europe also keeps a close relationship with the European Commission on external trade related issues in connection with the activities of its members. For instance, Cosmetics Europe participates to meetings of the Market Access Advisory Committee hosted by DG TRADE.Address

- On 11 June 2020, Cosmetics Europe hosted a virtual premiere of the “Essentials for Daily Life” film series produced by BBC StoryWorks. The series offers a behind-the-scenes look at the dynamic, innovative and progressive cosmetics and personal care sector, exploring what the sector is doing to enhance people’s lives, support the planet and improve products.
- In conjunction with the ICCR Annual Meeting hosted by the European Commission, on 10 December 2020 Cosmetics Europe organised an online International Symposium. Under the title “Who Needs Cosmetics?”, it offered the opportunity to exchange views, discuss policy challenges and gain insights on such topics as the role of cosmetics and the cosmetics industry in addressing the COVID crisis, broader health benefits of cosmetics and personal care products, beyond COVID, as well as other ways in which cosmetics and personal care products boost wellbeing, self-confidence and quality of life.
- An ongoing activity is the dialogue with stakeholders in workshops and dedicated sessions on regulatory use of novel approaches for safety assessment an d decision making in areas such as systemic toxicity, genotoxicity, Skin Sensitisation & Read Across. The LRSS programme is coming to an end in 2021 and the Cosmetics sector is planning to continue its research efforts with a new programme that will extend beyond Europe and will have a global reach out.
