    Goals / Remit

    MISSION:
EUROPA DONNA – The European Breast Cancer Coalition (ED) is an independent, non-profit organisation whose members are affiliated groups from countries throughout Europe. ED works to raise public awareness of breast cancer and to mobilise the support of European women in pressing for improved breast cancer education, appropriate screening, optimal treatment and care and increased funding for research. ED works to ensure that advocates are provided with up-to-date, accurate, evidence-based information and training through our education and information programmes listed below. We have more than 25 years of experience in successfully advocating for European policies, legislation and guidelines to guarantee best practice in breast cancer services for women throughout Europe. We also advocate for high level research to improve breast cancer treatment and outcomes for patients.

    TEN GOALS:
    See https://www.europadonna.org/about/10-goals/

    Main EU files targeted

In 2003 the European Parliament passed its first Resolution on Breast Cancer. This Resolution detailed targets and quality standards on everything from mortality rates to how mammograms are read, and it called on member states to monitor and report back on their progress, giving the European Commission the task of ensuring that countries do their utmost to comply. For EUROPA DONNA – The European Breast Cancer Coalition, these were the culmination of many years of advocacy efforts.

In October 2006, The European Parliament voted overwhelmingly in favour of a new Breast Cancer Resolution 2006 for the 27 EU member states. The new resolution reconfirmed the demands of the first resolution on breast cancer of 2003, and incorporated new demands, such as the strengthening of research, job protection for breast cancer patients, and European directives for breast care nurses. In 2010, a majority of MEPs signed the Written Declaration on Breast Cancer, which reaffirmed all of the items called for in the earlier breast cancer resolutions and in 2015 the European Parliament passed a Written Declaration on the Fight Against Breast Cancer in the European Union (0017/2015) which was co-authored by ten MEPs and backed by EUROPA DONNA. The 2015 Declaration called for the implementation of nationwide mammography screening and multidisciplinary specialist breast units (SBU’s), that those with metastatic breast cancer should have access to and be treated in an SBU as well as calling on the Commission to ensure that the ECIBC- European Commission Initiative on Breast Cancer deliver an accreditation protocol for breast cancer services. For both the Resolutions and Declarations, EUROPA DONNA was actively engaged in advocating to ensure that breast cancer stays at the top of the health agenda for European women.

    Communication activities

The ED Head Office carries out programmes in three main areas: education, information and advocacy. Our 47 European member countries are targeted with the following:

EDUCATION Programme: To most effectively fight breast cancer, ED seeks to encourage open communication and knowledge-sharing. To this end, we develop educational projects and organise conferences. ADVOCACY TRAINING COURSE—this annual, intensive 2.5 day course on scientific aspects, EU Guidelines, Specialist Breast Units, mammography screening, communication skills training, capacity building, brings New Advocates together to learn best practice; EUROPEAN BREAST CANCER CONFERENCE (EBCC)—at this biennial conference (co-organized by ED & EORTC), 5,000 participants learn about the latest scientific advances on all breast cancer topics; ED PAN-EUROPEAN CONFERENCE this 2-day biennial conference responds exclusively to the needs of breast cancer advocates; ADVOCACY LEADER CONFERENCE—Leaders of ED’s National Fora meet for updates on advocacy topics and managing a national non-profit (held when needed); the MBC ADVOCACY CONFERENCES/COURSES--For advocates with MBC and advocates who run MBC programmes, held for the first time in 2017.

INFORMATION Programme: ED ensures that women have access to accurate, up-to-date information on breast cancer issues via its WEBSITE (www.europadonna.org), SOCIAL MEDIA and PUBLICATIONS e.g. Newsletter and Breast Health Day News. We publish INFORMATION BOOKLETS on areas such as Understanding Breast Cancer Research and POLICY STATEMENTS on subjects such as genomics; we also issue conference proceedings. New ED member organisations are sent our MEMBERSHIP TOOLKIT. We SURVEY our members on breast cancer topics on an ad-hoc basis; results are reported in ED publications/at events.

A major recent ED advocacy initiative was the publication of the EUROPA DONNA ADVOCATES GUIDE TO THE ECIBC, the European Commission Initiative on Breast Cancer; it was designed as an interactive training tool for advocates in order to prepare them to advocate for quality breast care now and in the future.

ADVOCACY Programme: ED represents the interests of European women to EU institutions, bringing breast cancer issues and women’s/patients’ concerns to the attention of MEPs and European Commission both directly and via expert meetings, conferences, Infodays etc. ED provides on-going input into new health strategy initiatives to ensure that breast cancer issues will be addressed and also positions itself to respond to drafts of legislation. ED’s Board and Executive Director attend many events each year as expert patient advocates.

    Other activities

AT the EU level, EUROPA DONNA is involved in: breast cancer, cancer control plans, advocacy for the implementation of European Commission-supported guidelines and a quality assurance scheme for breast health as a means to achieve high-quality breast cancer services across all European countries. In particular, ED works toward establishing an EU process for accreditation of Specialist Breast Units that will be applied Europe-wide.
