    Goals / Remit

    EAEA is a transnational, non-profit association whose purpose is to link and represent European organisations which are directly involved in adult learning. Originally known as the European Bureau of Adult Education, it was founded in 1953 by representatives from a number of European countries.

    Aims
    • to promote the development of adult learning
    • to encourage co-operation in adult learning at European level
    • to lobby international bodies so that they adopt plans and policies which respond to the needs of the adult population in Europe
    • to make it easier for NGOs to work together and play an active role in the international scene
    EAEA published the following positions in order to comment on the respective policy developments:

    • Recommendations: PIAAC - A Wake-up Call for Europe!
    • Response to the Commission's consultation on Skills and Qualifications
    • Response to the EC consultation on VAT
    • Recommendations for the improvement of Erasmus+ programme

    Main EU files targeted

    EAEA has been very active in its policy advocacy work for adult education and lifelong learning this year again by maintaining strong contacts with the European Commission and other European Institutions.
    In 2014 EAEA was deeply involved in the policy implementation of Directorate-General for Education and Culture (DG EAC) and other institutions´ initiatives where it introduced a strong civil society perspective by providing the point of view of EAEA members. Particular commitment has been put in the following policies/fora: the Erasmus + programme, the working groups on Financing Adult Education and Quality in Adult Education, the Opening up Education Communication, the PIAAC results, the consultation on Skills and Qualifications, the consultation on VAT, the consultation of stakeholder consultation guidelines, the consultation of EU2020 strategy, the move from adult education to DG employment, the TTIP.
    EAEA has had regular contacts with the adult education unit in DG EAC. Informal meetings were happening throughout the year, and regular exchanges about plans and opinions took place.
    Furthermore EAEA participates in the Working Groups on Quality and Financing of Adult Education in the framework of the implementation of the Renewed Agenda of Adult Learning.
    Also, via the European Civil Society Platform on Lifelong Learning (EUCIS-LLL), the relationship with other units in DG EAC has been reinforced and EAEA has been very active in the stakeholder initiatives. EAEA also participated in the LLL week and in the EC Education Forum in Brussels.
    EAEA bases its work on its member’s input as they work on the grassroot level, directly with the learners. Also, many EAEA members have contacts with local, regional and national policy-makers. EAEA encourages its members to be in contact with these policy-makers and to react to public consultations. To do so, EAEA shares its own policy papers or responses to consultations with its members – these reactions are based on member’s feedback already – so that they can also take part in these advocacy actions. Members were invited to question their MEP candidates before the European elections, were invited to respond to the “Consultation on the European Area of Skills and Qualifications”, to the VAT directive consultation, to advocate for the exclusion of education from the TTIP agreement, etc. Also, EAEA has published a report on “Adult Education in Europe 2014” written by its members on the state of adult education in Europe.
    Lobbying for Erasmus +, Adult Education and Civil Society
    During 2014 EAEA followed the implementation of the Erasmus + programme, in particular for project applications. EAEA worked with its members on a thorough feedback on the new programme and sent its recommendations to the European Commission.

    Communication activities

    We currently have 123 members in 42 countries, and we know as well that most of our members send on our information to their members and partners acting as multipliers. In 2013, a new EAEA communication strategy was written and adopted and the new visual identity put in place. 2014 was the year this new communication strategy was fully implemented.

    Therefore the following dissemination activities and methods have been successfully implemented:

    The communication tools
    The communication tools (i.e. roll-ups, conference folders, newsletter and leaflets) have been renewed in 2013 according to EAEA’s new visual identity. EAEA conference material as roll-ups and conference folders are used at every EAEA event or event EAEA is invited to, as the Lifelong Learning Week. EAEA has two leaflets that are distributed at the conferences the staff attends: the leaflet “Why is adult education important”, that functions as an advocacy tool for adult education, as it clearly underlines the benefits of adult learning, and the leaflet “Join us!” that is a presentation of EAEA for future member organisations and works very well to present the organisation in general too.

    The EAEA website
    The new EAEA website was launched at the beginning of 2014. It is in line with the new visual identity set in 2013 and follows the communication strategy presented also in 2013. The EAEA website builds a valuable source of information on adult education policy developments Europe wide. It gives an update about the currently political news, projects and events. It is constantly updated with the most recent news, events and developments in the adult learning sector and had around 1,000 unique visitors per week in 2014.

    Social media involvement
    In order to serve all the interested parties with fast information flow, EAEA is present on Facebook, Twitter, Vimeo, Imgur and YouTube. EAEA created an Imgur channel in 2014 in order to showcase all its conference pictures in one same place.

    The EAEA Newsletter and media releases
    The quarterly EAEA electronic newsletter has 2142 subscribers, and it goes to members, adult educators, policy makers, managers in adult education, learners and stakeholders in all European countries and beyond. Four newsletters were distributed in 2014. In addition to the general newsletters and mails, we target 926 policy makers through letters and e-mails which build part of the daily policy advocacy work we aim to do.
    The policy newsletter goes to 926 policy - and decision-makers on European and national levels (an increase since 2013 where we had around 700 persons in the list), while we have a specific Brussels mailing list reaching 115 stakeholders.

    Policy statements
    In 2014, EAEAs policy statements were produced in electronic version and then sent regularly to policy makers at European and EU level as well as national level. Hard copies were also distributed at events Europe wide. Members are encouraged to translate them into national languages in order to serve as policy and lobby instruments at national level towards their public authorities or other stakeholders. EAEA also relies on their contacts with their governments, decision-makers and other stakeholders to advance the lifelong learning agenda. Executive Board members and the secretary general also participate in meetings at national level, contributing to disseminating EU policies.

    Our events serve both the membership, broader adult education community and policy makers and build a platform for exchange, discussion, networking, dissemination of project results and creative development of new ideas.

    EAEA is often invited to present EAEA’s positions and ideas at conferences and we present the EAEA point of view during discussions or working groups.
