    Goals / Remit

    ECFR is the first pan-European think-tank. Launched in October 2007, its objective is to conduct research and promote informed debate across Europe on the development of a coherent and effective European values-based foreign policy.

    Three distinctive elements define ECFR's activitites:

    1) A pan-European Council. ECFR has brought together a distinguished Council of over three hundred and thirty members - politicians, decision-makers, thinkers and business leaders from across Europe - which meets once a year as a full body. Members provide ECFR staff with advice and feedback and assist ECFR's activities within their own countries. The Council is chaired by Carl Bildt, Lykke Friis and Norbert Roettgen.

    2) A physical presence in the main EU member states. Uniquely among European think-tanks, ECFR has offices in Berlin, London, Madrid, Paris, Rome, Sofia and Warsaw. The offices are platforms for research, debate, and advocacy.

    3) A distinctive research and policy development process. ECFR has brought together a team of distinguished researchers and practitioners from all over Europe to advance its objectives through innovative projects with a pan-European focus.

    Communication activities

    The ECFR’s research programmes organized meetings and conferences in Brussels to provide meeting space for decision-makers and influencers to share ideas for common action; promote informed debate on Europe’s role in the world; and build Pan-European coalitions for policy change. This is a non-exhaustive list of activities to which ECFR was invited to or were organised by ECFR in Brussels:
    In 2018, the European Power programme developed policy responses to issues affecting Europe’s capacity to act and help achieve a foreign policy agenda that protects the EU’s core values and challenges the upsurge of populist sentiment in Europe. Activities related to this include:
    14 May: Mark Leonard (ECFR) was at the high-level panel discussion on ‘The future of EU foreign, security and defence policy post Brexit’ organized by EUISS with Federica Mogherini and Michel Barnier.
    16 May: Jeremy Shapiro (ECFR) was one of the speakers of the European Parliament AFET public hearing on the state of EU-US relations.
    24 May: Mark Leonard (ECFR) and Wolfgang Ischinger presented ECFR’s paper ‘Keeping Europe safe after Brexit’ in the European Parliament’s constitutional affairs committee hosted by Danuta Hubner.
    19 October: ECFR organized the European Sovereignty event chaired by Mark Leonard (ECFR) and Hervé Delphin (EEAS).
    28-29 November: ECFR organized the Rethink Strategy meeting at EPC on After Brexit: Strategizing cooperation in the European Union of 27. Presentation of The EU Coalition Explorer 2018.
    3 December: ECFR workshop to explore with members of the development community how migration discussions are affecting the commitment to ODA. MEP Eva Maydell was one of the speakers.
    In 2018, Middle East and North Africa programme focused its research on advancing a European agenda aimed at reducing instability and strengthening resilience, as well as follows political conflict in the MENA region, aiming to identify political solutions and help Europe develop coherent responses. Activities related to this include:
    1 February: ECFR-ENI working lunch discussion on energy in MENA. Michael Kohler from the EU Commission DG-NEAR attended. Presentation of the ECFR’s paper A flammable peace: Why gas deals won’t end conflict in the Middle East
    12 April: Ellie Geranmayeh (ECFR) provided a briefing on Iran for the FAC of the European Parliament.
    18-19 April: ECFR’s Iran Strategy Group meeting held in Brussels.
    24 April: Julien Barnes-Dacey (ECFR) was one of the speakers at the European Parliament FAC Working Group on the Southern Neighbourhood dedicated to the situation in Syria and ahead of the Brussels II Conference on Supporting the Future of Syria and the Region (24-25 April)
    17 May: Julien Barnes-Dacey (ECFR) spoke at the European Parliament AFET meeting on Lebanon
    7 June: ECFR co-hosted with Egmont Institute a high-level and off-the-record convening regarding Europe’s role in salvaging the Iran Nuclear Deal.
    21 June: Hugh Lovatt (ECFR) attended the meeting on the Middle East Peace Process organized by the Delegations for Relations with Palestine (DPAL) in the European Parliament.
    26 June: ECFR’s Libya Strategy Group meeting held in Brussels.
    30 October: Ellie Geranmayeh (ECFR) met the Iran Task Force on EU preparation to sustain the Iran nuclear deal.
    26-27 November: ECFR’s Syria Strategy Group meeting held in Brussels.
    In 2018, Wider Europe programme focused its research on European understanding and engagement with its neighbours to the east, Russia, Turkey, and the Western Balkans. Activities related to this include:
    24 January: ECFR Public event on “Getting the Western Balkans back on track”. Genoveva Ruiz Calavera from the EU Commission DG NEAR was one of the speakers
    28 March: ECFR public event to present Winning the normative war with Russia: An EU-Russia Power Audit
    4 May: Vessela Tcherneva (ECFR) spoke in the event on the Western Balkans organized at the European Committee of the Regions.
