The European Disability Forum (EDF) is an independent European non-governmental organisation (ENGO) that represents the interests of 80 million European with disabilities. It is a unique European platform that brings representative organisations of persons with disabilities and families of persons with disabilities unable to represent themselves.
EDF was created in 1996 by its member organisations to defend issues of common concern to all disability groups, and to be an independent and strong voice for citizens with disabilities towards the EU institutions and other European authorities. Since that date, the European Disability Forum has played a key role in ensuring that all relevant European Union policies and initiatives take persons with disabilities into account.
EDF focuses on the implementation and monitoring of the UN CRPD in all policy areas of the EU, including in the EUs international cooperation.
EDF has no political or religious affiliation; it does not represent any specific interest or country and it is not a European institution or body.Main EU files targeted
EDF promotes the implementation and monitoring of the CRPD in all policy and legislative processes of the EU. This include all measures taken by the EU to promote human rights, gender equality, children's rights, social and economic policies. EDF works intensively to promote the freedom of movement of goods and services for persons with disabilities within the EU. Although the European institutions might seem far for many citizens, the decisions taken by the European Union, which are the result of negotiations between all Member States, have a direct impact on disabled people’s lives. That is why, the role of EDF is so important in monitoring all EU initiatives and in proposing new legislation to advance disabled people’s rights.
1.Equality and non-discrimination constitute a basic and general principle relating to the protection of human rights of all persons. It is an indivisible part of international human rights law, binding on all Member States of the European Union, founded on the principles of democracy, respect of human rights and the rule of law. Despite this fact, the discrimination of people with disabilities remains a daily reality in Europe, ranging from more visible forms (such as segregated education and denial of employment opportunities) to more subtle forms (such as imposition of physical, psychological and social barriers), resulting in social exclusion of persons with disabilities.
2.The right to employment is far from being a reality for millions of persons with disabilities willing to work. Persons with disabilities are two to three times more likely to be unemployed than non-disabled persons. They are more likely to be unemployed for longer periods and face higher risks of losing their jobs than non-disabled people. At present, 78% of persons with disabilities are totally excluded from the workforce. Most of them are obliged to depend on welfare grants to survive and as a result, their income is considerably lower than that of non-disabled people.
3. Transport: The EU Treaties guarantee the right for all citizens to free movement. Despite this fact, persons with disabilities can still not fully benefit from this right as the transport system remains generally inaccessible.
The European Disability Forum believes that all people should have the right to enjoy a seamless travel experience and to benefit from an accessible, comfortable and high-quality transport system. Unfortunately, the reality across Europe is still far from this objective.
4. Social inclusion: Persons with disabilities are confronted with regular discrimination and barriers in an educational, employment and social context. This situation of disadvantage increases for them and their families the risk to be socially excluded, to face financial and ‘societal’ poverty, as well as isolation.
It is therefore very important that the European Union, in the framework of its strategy to fight social exclusion, takes into account the specific difficulties faced by persons with disabilities. The work of the European Disability Forum in this field aims to guarantee the visibility of persons with disabilities in the European strategy on Social Inclusion.
5. Information society represents at once significant opportunities but also potential new barriers for the social inclusion of people with disabilities. Information and communication technologies (ICTs) are offering new opportunities for everyone but it is more significant for people with disabilities, as they use technological assistance for daily activities to a higher extent than people in general. With technological equipment adapted to the abilities of everyone, persons with disabilities end users would be able to participate to all aspects of social life on more equal terms than ever before. It is vital for persons with disabilities to benefit, on an equal basis, from rapid development of ICTs to enter an inclusive and barrier-free Information Society.
6. Mainstreaming disability in regional and local policy: One of the pillars of the ‘disability mainstreaming’ is the active implication of persons with disabilities in policy planning and in decision-making process, at all levels.
