Goals / Remit
FEDARENE was created on 8th June 1990 by 6 regional authorities – Rhône-Alpes, Provence-Alpes-Côte-d’Azur, Wallonie, País Vasco, Aquitaine and Nord-Pas-de-Calais. Encouraged by different programmes of the European Commission, these authorities wanted to make the voice of the regions heard in the debate on energy and environment policies at the European level. The Brussels office opened its doors in November 1991.Our European Federation of Agencies and Regions for Energy and the Environment now counts over 80 members, thus representing regions from 21 European countries and drawing on the advice of 800 experts throughout the European Union.
It is now a crossroads for a wide array of agencies which are not only the driving force behind the development of the network, but also play an essential role in policy making. They act as producers of ideas on the regional, national, European and international levels, and as implementers of decisions emanating from these levels.
FEDARENE acts as a liaison between local/regional authorities and the European Institutions. We make the voice of regions and energy agencies heard at the European level and inform our constituency of relevant European initiatives and policies.
We promote the exchange of experience and the development of transnational projects. Through its events and networking activities, FEDARENE brings together organisations from across Europe to share know-how, develop European projects and replicate successful initiatives.
We provide a forum of discussion for stakeholders of the energy sector. FEDARENE serves as a platform not only to its members but to all stakeholders striving for the energy transition: public authorities, non-governmental organisations, citizens, small and medium-sized enterprises and financial institutions amongst others.Main EU files targeted
FEDARENE and its members work on a large of topics pertaining to sustainable energy and climate: energy efficiency policies, building renovation, streetlight refurbishment smart infrastructure, local energy communities, sustainable mobility, bio-energy, energy poverty, circular economy, sustainable energy financing, climate adaptation, community energy...

Communication activities
FEDARENE is part of the consortiums leading the European Commission's initiatives Covenant of Mayors and ManagEnergy.
The Covenant of Mayors for Climate and Energy was launched in 2008. The initiative is currently managed by a consortium of networks of local and regional authorities, led by Energy Cities and Climate Alliance, and composed of CEMR, EUROCITIES FEDARENE, and ICLEI Europe. The Covenant of Mayors for Climate & Energy is now the world’s largest movement for local climate and energy actions, bringing together over 7,700 signatory local authorities, as well as supporting organisations who strive to fast- track local climate and energy action and go beyond the EU’s 40% greenhouse gas-reduction target by 2030.
ManagEnergy is a European Commission initiative dedicated to regional and local energy agencies with the objectives of assisting them in becoming leaders in the energy transition and of increasing sustainable energy investments in regions and cities. A completely new website, social media presence and communication tools inform sustainable energy actors on the most recent developments in the area of energy efficiency policies and financing opportunities. Master classes (held in Brussels), expert missions (hosted by energy agencies) and Networking events in Brussels are raising the skills of local and regional energy agencies in energy efficiency, financing and project development.Other activities
At FEDARENE, we believe the partnership between regions and the European Union should continue to strengthen as it is a driver for European integration and cohesion. The European projects implemented by regions and their energy agencies have been incredible accelerators of the sustainable development agenda without which many of the good practices currently in place would not have happened. Furthermore, regions and cities from across Europe have grown closer together, European partnerships were built and concrete EU added value was achieved. Our members have consistently used the successful results of these European projects and partnerships to demonstrate to local, regional and national politicians the concrete added value of EU’s policies and programmes, and of European cooperation. Cities and regions have been linked up with the European project, which is strengthening EU’s legitimacy at local and regional levels.
