    Goals / Remit

    European Metropolitan Authorities (EMA) is a forum for leading politicians from Europe’s main metropolitan cities and metropolitan areas that is working since February 2015 when we had the first EMA Forum. EMA has 55 European cities and metropolitan areas participating in their activities.

    The main goal of EMA is to provide a space to discuss the challenges of European metropolitan governance and define the basis for a common partnership. This joint work is reflected in studies, meetings, common projects, and an annual Conference concluding with a political declaration adopted by the participants, advocating for a metropolitan dimension of EU policies.

    Main EU files targeted

    EMA advocates for a metropolitan dimension of EU Policies. Since 2105 EMA has been debating and working around Cohesion Policy, European Green Deal, Jobs and Social Rights, Sustainable Mobility and Transport. Multianual Financial Framework 2021-2027.

    In February 2020 a delegation of EMA political representatives met Commissioner Elisa Ferreira to discuss about the future Cohesion policy, the European Urban agenda and their metropolitan dimension and impacts.
    A EMA delegation also met with Commissioner Corina Cretu in 2017.

    In the previous editions of the EMA anual conferences we have had the participation of representatives of the European Parliament, European Commission and the Committee of the Regions.

    The EMA forum 2023 held in Helsinki (Finland) counted with 95 participants from 14 different countries and 25 cities, metropolitan areas, and regions represented.

    EMA participates in various URBAN Intergroup from the European Parliament meetings. Last meeting was on the Metropolitan Vision for Europe 2050

    In 2024 EMA has also participated in the high-level conference "An Appropriate European Urban Policy for the Future" organized under the auspices of the Belgian Presidency of the European Union.

    We have meetings with EU officials.

    EMA has prepared in 2021 together with 15 EU metropolises a Catalogue of Transformative Metropolitan Next Generation projects.

    Last EMA meeting was in Helsinki (Helsinki-Uusimaa Region) on September 28th and 29th to discuss the role of metropolitan areas regarding climate change, the skills shortage in the green and digital transformation and the EMA's demands to the European Institutions and member states.
