    Goals / Remit

    As a network of political foundations, affiliated to different political ideologies across the democratic spectrum, ENoP and its members advocate for the respect of democratic principles and political pluralism inside and outside of Europe.

    They build bridges, create common grounds and understanding between political and civil society actors in Europe and partner-countries as to strengthen core democratic values, and contribute to nurturing pluralistic and inclusive societies.

    Today ENoP brings together over 50 member foundations from 22 European member-states and the UK, having access to local partners in over 100 countries worldwide.

    We stand for the core value of representative democracy where the people elect members of political parties to create and vote on laws, policies, and matters of government on their behalf. The Network is committed to supporting democratic processes in partner-countries, while contributing to the internal discussions on the future of Europe.

    Main EU files targeted

    The thematic areas covered by ENoP are reflected in its four Working Groups (WGs) on: Democracy, Sustainable Development, EU Funding and The Future of Europe.

    Each of these WGs covers a large spectrum of topics of interest to our members and aimed at contributing to an enhanced EU legislative and policy framework that respects the principle of Policy Coherence for Sustainable Development (PCSD) and that ensures a multi-stakeholder approach where the voice of both civil society and political actors are heard.

    Some of our main policy areas target the following:

    • The Multi-Annual Financial Frameworks of the EU (EU Funding) with a focus on external funding instruments (such as the NDICI) – ENoP has been very active in contributing to the MFF 2021-2027 in order to ensure a fair support for democracy-related actions and actors;
    • Human Rights and Democracy Action Plans of the EU – ENoP had an active role in the consultation process around the HRD Action Plan 2020-2024;
    • EU-Africa Partnership – another important pillar of our work is related to the EU-Africa evolving partnership. ENoP has contributed with policy proposals to the EU Communication “Towards a comprehensive strategy with Africa”. The Network follows closely the developments of Post-Cotonou Agreement and is part of the Joint EU-Africa Strategy (JAES) CSO Steering Group.
    • Enlargement/Neighborhood Policies – our WGs on Sustainable Development and Future of Europe follow closely the discussions and consultations on the EU Enlargement and Neighborhood polices.
    • Conference on the future of Europe – ENoP members explore ways to enhance civic education and bring awareness-raising on the SDGs and Agenda 2030 inside the EU as well as abroad. Our contribution to the ongoing Conference on the Future of Europe aims to bring ideas on how political foundations can help bridge the gap between CSOs and political actors in Europe as to improve democratic governance.

    Complementary Information

    The ENoP Secretariat consists of 3 full-time staff members and 1 part-time member. Full time occupations cover the positions of Executive Director, Senior Policy & Liaison Officer and Administrative Assistant. Two staff members, namely Senior Policy & Liaison Officer and Executive Director are dedicated to the policy and advocacy actions of the Network, as described under Heading 9 of the Transparency Register.

    Since March 2019 ENoP is implementing an EU co-funded project called: “Strengthening ENoP as actor in support of democratic and pluralistic societies”. The sources of own co-financing for the project come from 6 German Political Foundations, members of the Network, which have been recorded in the tables above as "contribution from members".

    In addition to this project co-funding contribution, ENoP members pay an annual membership fee based on their turnover and financial situation, which is actualized on an annual basis. The latter is also included under the heading "contribution from members".

    Communication activities

    The areas of expertise of ENoP and our policy initiatives as described in the sections above, are implemented through a number of different activities, channelled through the Working Groups and ENoP Secretariat.

    Among the 16 different types of activities that ENoP implements, we can highlight our public conferences in Brussels and in member-states aimed at discussing topics related to development cooperation and democracy policies. With regular roadshow conferences in the member-states we raise awareness on the universal Agenda 2030 and SDGs, and the importance of advancing this agenda not only externally, but also at home.

    In order to bridge the EU policy-making knowledge gap between members present in Brussels and smaller political foundations from Central and Eastern Europe, ENoP also organises thematic seminars. These are exchanges with EU officials and policy-makers that bring insight into a broad range of policies and thus help our members to have a more meaningful and inclusive engagement in EU policy-making.

    ENoP also serves as a unique communication hub for its members across political affiliations, and allows them to enter into dialogue on joint project applications. As a result, ENoP has facilitated the formation of a project consortium for a pilot project, launched by the European Commission, called “Get Involved!” The project aims at empowering women in politics in Morocco and Benin across political party lines. ENoP, as part of the consortium, ensures the political plurality and will implement the final study visit of the project in Brussels in fall 2021, aimed at disseminating its results and organising a cross-party dialogue.

    In order to increase its visibility and public relations, ENoP partners up with like-minded networks that work towards advancing democracy and sustainable development. The Network is part of a Brussels-based consortium that hosts an annual large-scale public event on the occasion of the International Day of Democracy, closely cooperating with the institutions of the European Union.

    Since 2020 the Network collaborates also with the Sustainable Development Solutions Network (SDSN) on a complementary SDG Europe report, aimed at shedding more light on how EU member states perform on development cooperation and to what extent are their actions in line with the PCSD.

    An important part of our work are the advocacy initiatives and publications through which we engage in consultations and dialogue with the EU institutions, partners and the general public. Below you will find a preselected list of some of our latest publications.

    Other activities

    Since 2016 ENoP is a signatory of a Framework Partnership Agreement (FPA) with the European Commission, acknowledging its important role in the fields of development cooperation and democracy support, and agreeing on joint strategic actions in the following areas:

    • Promotion of enabling environment for political foundations, civil society and political parties;
    • Encouraging participation in policy-making processes through political foundations, their partner organizations and political parties;
    • Strengthening the capabilities of political foundations in promoting democracy and developing pluralistic societies.


    Since March 2019, the Network is also an implementer of an EU co-funded project, aimed at “Strengthening ENoP as actor in support of democratic and pluralistic societies” with the following objectives:
    • To contribute to more sustainable, effective and inclusive development policies.
    • To contribute to an increased significance of democracy support in EU’s external relations.
    • To contribute to an enhanced dialogue between actors from the developing countries and European actors.
