    Goals / Remit

    The European Public Health Alliance (EPHA) is an international non-profit association (association international sans but lucratif, AISBL) registered in Belgium. Our membership is composed of not-for-profit organizations working on all aspects of public health. We disseminate information to our members on health-related EU policy and legislative initiatives.

    EPHA's mission is to bring together the public health community to provide thought leadership and facilitate change; to build public health capacity to deliver equitable solutions to European public health challenges, to improve health and reduce health inequalities.

    Our vision is of a Europe with universal good health and well-being, where all have access to a sustainable and high quality health system: A Europe whose policies and practices contribute to health, both within and beyond its borders.

    Main EU files targeted

    Under the EU Treaty, the EU can take action to protect and improve public health, prevent diseases, and identify (cross-border) threats to human health, while fully respecting the responsibilities of the Member States for the organisation and delivery of health services and health care.

    As well as EU action in health policy and in the EU Health Programme, many other EU policies and programmes have an impact on health and health systems. Most obviously these include Industrial policies (pharmaceuticals, food, tobacco, polluting industries and products, etc.), Agricultural policy, R&D, Environment, Economic and Employment policies. EPHA adheres to the Governance for Health approach, which means that health impacts should be considered in the impact assessment process for all policy and programme proposals. Regrettably, health impact assessment requirements and guidelines are rarely adhered to in practice.

    Following the Guidelines of the Alliance for Lobbying Transparency and Ethics Regulation in the EU (https://www.alter-eu.org/documents/2012/04/transparency-register-guidelines), EPHA has calculated approx. EUR300 000 spending in 2019 on relevant advocacy activities towards the EU institutions carried out in line with our mission to protect and improve public health for all and reduce health inequalities in Europe. This includes staff time on advocacy-related activities, as well as costs of public events and public communications.

    Communication activities

    According to our 2016-2020 strategic plan, adopted by EPHA members, our current policy priorities include:

    - Right to Health and reduction of health inequalities
    - Action on Antimicrobial Resistance (AMR)
    - Prevention of chronic diseases (action on food, drink, tobacco, pollutants, etc.)
    - Universal access to affordable medicines
    - EU trade policies for health - in line with the Sustainable Development Goals

    In all of EPHA's work we mainstream the following concerns: strengthening and sustainability of European health systems, investing in health and the health workforce, a lifecourse approach (from infancy to old age), parity for mental health, prevention of health threats - both infectious and non-communicable diseases.

    In addition to the groups mentioned above, EPHA is an active member of the DG Sante Health Policy Platform and the European Medicines Agency's Patient and Consumer Working Party.

    In line with the priorities above, EPHA engages with European policy dialogue in several policy areas which impact on public health, including:

    Health inequalities (economic, employment, social, education and industrial policies, including issues affecting patient access and health workforce)
