    Goals / Remit

    OCEAN – the European Ship Suppliers Organization - is the voice of the Ship Supplying Industry of Europe. Founded in 1976 under the French Title: “Organisation de la Communauté Européenne des Avitailleurs de Navires”, today OCEAN concentrates its work on achieving an optimum business climate for European Ship Suppliers and on strengthening the competitiveness of the industry as a whole.

    Our Organization plays an important role in creating better understanding of the Ship Supply industry in Europe. Our organization is committed to transparent and open communication and inclusive dialogue between our members and European policy-makers.

    Today, we represent many hundreds of Ship Chandlers who supply a wide range of goods to several hundred thousands ships annually in most of the 1,200 merchant ports throughout the 70,000 km of the European coastline. Ship Suppliers provide a 24-hour service throughout the year and are an essential element of modern maritime trade and a vibrant shipping industry, which is responsible for 90% of the EU's international trade and around 40% of the freight exchanges between EU Member States (Source: EU Commission).

    OCEAN speaks on European policy matters affecting our daily business, particularly Customs (import, export and transit); Taxation (Excise & VAT); Veterinary rules and Maritime Affairs.

    Our vision is to be:

    - A representation body for European Ship Supply,
    - A trusted discussion partner for European institutions and governments.

    Complementary Information

    The office in Brussels employs 3 part-time people to be directly or indirectly in charge of representing OCEAN including the Secretart General, the Policy Advisor, and secretarial/administrative support.

    The Organization has two secretariats - in London: office for the administration and the running of the organisation, and in Brussels: our European affairs and advocacy office! The Administrative Secretary in London is Mr. Spencer Eade (secretariat@shipsupply.eu) and the Secretary General in Brussels is Mr. Jean-Luc Mériaux (info@shipsupply.eu).

    OCEAN is also a Committee of ISSA - the International Shipsupply and Services Association - recognizing the global nature of our trade.

    We are active in the following EU policy areas:

    Customs
    Treatment of ship supply under European Customs legislation
    European ship supply is greatly affected by European Customs legislation. This is because of the specialized nature of the ship supply operations.

    Taxation
    OCEAN points out that tax and duty-free ship supply are fundamental for European Ship Suppliers and must be maintained. This is important for both excise duties and VAT.

    Export Control
    This is an area which is important to ship suppliers and to the nature of their business.

    Veterinary Issues
    European Ship Suppliers import many goods from third countries to cater for the international crew onboard of vessels. As such, European Ship suppliers are affected by COUNCIL DIRECTIVE 97/78/EC of 18 December 1997 laying down the principles governing the organisation of veterinary checks on products entering the Community from third countries. For OCEAN, it is important to come to a more simplified and flexible legislation by putting the Directive’s contents to the test, notably where it concerns the working environment of our industry (Articles 12 and 13). Items/articles of the Directive which should be rewritten in our opinion include the Storage system, Control & monitoring system, Storage regime EU approved & for transit approved products, Supply to vessels outside EU territory with a veterinary certificate, Missing veterinary certificates, 100% entrepot exit control.
