    Goals / Remit

    FSE is a network of national and regional associations, guilds and unions of writers for the screen in Europe. In 2015, it comprises 24 members from 19 countries, representing more than 6,000 writers in Europe.

    The general goals of the FSE, listed in the statutes of the association, are the following:

    The defence of freedom of expression and artistic creation within the audiovisual field.
    b) The defence and protection of national cultural identity and diversity of members in
    the audiovisual field.
    c) The promotion of screenwriters' work.
    d) The defence and protection of moral and pecuniary rights and interests of
    screenwriters, acting in all sectors of the audiovisual field.
    e) The harmonisation of Intellectual Property legislation at European level and within the
    member states of the European Union on the most favorable terms for screenwriters.
    f) The development of a cooperation network with natural or legal entities, of private or
    public nature, which develop similar activities in the audiovisual field.
    g) The support of its members' demands for the defence of their interests in their
    respective countries.


    The common concerns of European writers are reflected in policy documents agreed by the member organisations:

    The FSE is monitoring European debates and legislative issues. The FSE launches campaigns in favour of screenwriters’ rights, collaborates with other creators’ groups on joint campaigns and seeks constructive dialogue with the other creative forces of the audiovisual sector.

    The FSE produces and distributes a series of information leaflets on various issues of concern to the screenwriters. It also organizes major events where screenwriters debate on the new challenges of their profession (Collective Bargaining Workshops in 2013; World Conferences of Screenwriters in Warsaw in 2013, Barcelona in 2012 and in Athens in 2009; European Conference of Screenwriters in Thessaloniki in 2006; RISE festival in Strasbourg in 2004).

    The FSE is also active at international level, works closely with the International Affiliation of Writers Guilds (IAWG) and keeps contacts with other writers’ organisations around the world.

    POLICY STATEMENTS

    FSE co-signed a joint letter with several other organisations of the audiovisual sector addressed to the European Commission on "Making the Digital Single Market Work: Key Principles for the Film and Audiovisual Sector" (April 2015).

    FSE co-signed a joint Creators and Performers Statement regarding the CJEU (Court of Justice of the European Union) proceedings on the Spanish private copying compensation system – Case C-470/14 (Jan. 2015).

    FSE co-signed a joint Creators and Performers Statement to DG CONNECT regarding its public consultation on cloud computing (Oct. 2014).

    FSE co-signed a letter addressed to Ms. Farida Shaheed, Special Rapporteur of the United Nations in the field of cultural rights who launched an open consultation on the impact of intellectual property regimes on the enjoyment of right to science and culture, in which she was also interested “in learning more about the concrete obstacles met by authors, creators and inventors, such as scientists and artists, to enjoy this right" (September 2014)

    FSE and other creators’ organisations co-signed a letter to several commissioners, including Michel Barnier, European Commissioner for Internal Market and Services, with regard to the European Commission’s discussion to reform the EU copyright acquis (June 2014)

    Together with SAA and FERA, FSE co-signed a joint manifesto addressed to new MEPs detailing what Europe’s screenwriters’ and directors’ organisations expect from the new Parliament to put authors back at the heart of culture and copyright (June 2014)

    FSE contributed to the Public Consultation on the review of the EU copyright rules organised by the European Commission / Internal Market, Intellectual Property, Copyright

    FSE co-signed a press statement which welcomes MEP Ms Castex’ report on Private Copying (February 2014)

    FSE contributed together with SAA and FERA to the public consultation on the European Commission Green Paper "Preparing for a Fully Converged Audiovisual World: Growth, Creation and Values" (Sept 2013).
