    EU Transparency Register

    Goals / Remit

Fertilizers Europe represents the major fertilizer manufactures in the EU. Its members account for approximately 70-80% of the region’s fertilizer production capacity and around 70% of phosphate fertilizer production.

The association communicates with a wide variety of stakeholders on fertilizer technology and topics related to agricultural, climate, environmental and economic challenges and is commonly recognised as the dedicated industry source of information on mineral fertilizers.

As an industry association, Fertilizers Europe’s mission is to identify, promote and manage the common interests of its members.

    Main EU files targeted

The main EU initiatives followed are generally related to trade or regulatory issues. Within trade our main concerns are free trade agreements and other trade concessions having an impact on the fertilizer market.

Another important aspect are policies related to climate, energy and ammonia. Gas is also very important since a well-functioning gas market is critical to our industry. All these issues have important trade and food security implications.

Regulatory affairs involve energy and climate change issues. For the fertilizer industry which is a heavily exposed sector on the EU's carbon leakage list, the EU's ETS system and the upcoming Carbon Border Adjustment Mechanism are key policy areas.

The use of our product is regulated by Agricultural and Environmental policies such as CAP, agri-environmental schemes, nitrate directive, clean air legislation, water and it has links to the circular economy. The Farm to Fork and EU Biodiversity strategies are also likely to impact fertilizer sector.

Standards relating to our products regulated by the fertilizing product regulation is another key area.

Best production practices described in the so called BREF must also be followed and acted upon.

Fertilizer security and chemical safety throughout the production chain also falls within the remit of the association.

Subject 1/ ETS and the consequences for the fertilizer industry, Fertilizer production is very energy intensive due to the use of natural gas as feedstock and the heating requirements. ETS (benchmarks and correction factors) is therefore a key concern for the fertilizer industry, and especially for the production of ammonia. The Commission services have clearly marked the fertilizer industry as the industry most exposed to carbon leakage. 2/2. Climate change mitigation in agriculture and the contribution of the fertilizer sector, Fertilizers are an important part of GHG calculations in agriculture. Intensification means that more CO2 will be taken up by the plants. Using the right fertilizer and the right techniques can lower emissions. Fertilizers Europe are involved in several activities to promote better use of fertilizers, and we cooperate with DG AGRI on some of these activities.
