Goals / Remit
Metrc is a provider of an advanced software and radio-frequency (RFID) tagging identification system used by 23 state regulators in the U.S. and Guam to track and trace regulated cannabis plants and products. Metrc's system helps prevent inversion and diversion, increase product and public safety, and supports tax collection. Our services enable regulators to address complex issues in the design and enforcement of legalisation, including the protection of public health and protecting the regulated market against unsafe and illicit products.
Our aim is to offer our experience working closely with US regulators and authorities, contribute to the EU conversations on regulatory frameworks related to traceability of regulated products and support development of effective regulation in the EU and member states. We will contribute to the dialogue facilitated by the Technology and Trade Council focusing on the Digital Product Passport and the Transatlantic Initiative on Sustainable Trade.Main EU files targeted
During the reporting period, Metrc, LLC submitted a proposal to host a session during the Trade and Technology dialogue specific to Crafting the Transatlantic Green Marketplace. This session was approved late in the year and more reporting will be included in next years annual update because the event occurred in Washington, DC in later January 2024.
In 2024, and once the renewal application has been approved, our activities may include monitoring, better understanding, engaging on and providing feedback on roadmaps/public consultations related to:
1. Proposal for a regulation of the European Parliament and of the Council on the European Union Drugs Agency (COM/2022/18 final)
2. Regulation (EU) 2015/2283 of the European Parliament and of the Council of 25 November 2015 on novel foods, amending Regulation (EU) No 1169/2011 of the European Parliament and of the Council and repealing Regulation (EC) No 258/97 of the European Parliament and of the Council and Commission Regulation (EC) No 1852/2001
3. Council Decision (EU) 2021/3 of 23 November 2020 on the position to be taken, on behalf of the European Union, at the reconvened sixty- third session of the Commission on Narcotic Drugs, on the scheduling of cannabis and cannabis-related substances under the Single Convention on Narcotic Drugs of 1961, as amended by the 1972 Protocol, and the Convention on Psychotropic Substances of 1971
4. Regulation (EC) No 1223/2009 of the European Parliament and of the Council of 30 November 2009 on cosmetic products (recast)
5. European Parliament resolution of 13 February 2019 on use of cannabis for medicinal purposes

Metrc has no office or other administrative costs dedicated to the activities covered by the register and value of full-time equivalent for Metrc employees involved in the activities is approximately 10%.
