Goals / Remit
Regions play a fundamental role in the development and support of sustainable and competitive tourism policies. They represent the most strategic institutional level for programming, orienting and sustaining tourism development processes liaising the EU and its Member States with the local destinations.
NECSTouR represents 30 Regional Authorities (NUTS I and II) and 35 associated members (Universities, Research Institutes, Representatives of the Tourism Enterprises and of the Sustainable Tourism Associations) from 17 European Countries, committed to the implementation of the “European Agenda for a Sustainable and Competitive Tourism”, promoted by the European Commission in its Communication (COM (2007) 0621 – 19-10-2007). Furthermore, in the 2010 Communication “Europe, the world's No 1 tourist destination – a new political framework for tourism in Europe” (COM(2010) 352 - 30.6.2010) the European Commission cites NECSTouR as a stakeholder invited to cooperate in the formulation and implementation of a European system of indicators for the sustainable management of destinations (article 11).
NECSTouR objectives are to develop a strong framework for regional cooperation at European level, to conduct research and de tourism policy.
NECSTouR is a self-funded network, thus Members are committed to contribute annually to obtain the rights stated in the network status and benefit from the services related to the network activities outputs in terms of:
• Joint research, knowledge and cooperation,
• Promotion and visibility of their good practices and strategies,
• Representation towards the European Institutions.
The network is composed of a General Assembly (GA) which meets annualy to define, analyse, monitor and approve the network strategy and workprogramme. Below the GA an Executive Committee takes charge of short term decision making in representation of and according to the strategic guidelines of the GA and has a rotating membership. In terms of territorial representation the following division should be adopted to ensure a Europe-wide coverage: 3 souther regions, 3 Northern regions and 3 Eastern regions. In addition, the three founding meembers of NECSTouR, the regions of Tuscany, Catalonia and Provence-Alpes-Cote d’Azur belong permanently to the Executive Committee.
The Academic and Associated Committee NECSTouR are consultative bodies for the Executive Committee. Their members contribute actively to the network activities, more precisely by: Bringing their academic and entrepreneurial knowledge of the tourism education and sector; and by Providing guidance to the working groups and to the Permanent Secretariat in terms of good practice evaluation methodology, tourism concept and glossary, tourism literature, assessment of both on-going and project opportunities and general expertise

NECSTouR has been contributing to the implementation of the European Tourism Policy since its origin in 2007 by participating, in almost all the 21 actions of the Communication “Europe, the world's No 1 tourist destination – a new political framework for tourism in Europe” (COM (2010) 352). NECSTouR has put its knowledge at the different Tourism Unit(s) DG ENTER (previously) and DG GROWTH (currently) under disposal by sharing the first NECSTouR good practices catalogue on “Implemented Actions in the Priorities Identified by the European Commission” and in specific fields such as NECSTouR Position Paper “NECSTouR Reflections on the European Tourism Indicators System” in 2013, NECSTouR Position Paper “NECSTouR Proposal regarding the upcoming Communication of the European Commission on the future European Strategy for Coastal and Maritime Tourism” in 2013 and NECSTouR opinion on the European Charter for Sustainable and Responsible Tourism and European Quality Label in 2012.
In addition, NECSTouR submitted in the framework of the 2014 Consultation, launched by the European Commission former Directorate General Enterprise and Industry, the position paper “Towards the European Tourism of the future”. In 2015, NECSTouR contributed to the European tourism policy through its NECSTouR Position Paper “Priority Actions for EU Tourism 2015 – 2020” and its NECSTouR reflections 2on “EU Charter for a Sustainable and Responsible Tourism”.
ng its voice towards the European Parliament through: the NECSTouR Proposal for amendments on 2015 the “EP DRAFT REPORT on new challenges and concepts for the promotion of tourism in Europe (2014/2241(INI)) Committee on Transport and Tourism - Rapporteur: Isabella De Monte” and NECSTouR letter of support to the creation of the Tourism Intergroup on 2014.
NECSTouR is a member of the European Tourism Networks working group, coordinated by the European Commission, DG GROW, Tourism Policy Unit. NECSTouR often cooperates with the European Commission Tourism Unit, and has good cooperation relation with other DGs such as Regio, EAC, Mare and R&I.
NECSTouR has been cooperating with several Members of the European Parliament for the purpose of different initiatives and events, as: MEP Michael Cramer, MEP Istvan Ujhelyi, MEP Ana Claudia Tapardel, MEP Rosa Estaras, MEP Maria Grapini, MEP Claudia Monteiro, MEP Isabella de Monte between others.
NECSTouR is part of the European Tourism Manifesto and is responsible for the sustainability pillar of the Steering Committee.
NECSTouR has strong cooperation relationship with international and European organisations such as: UNWTO, ERRIN, CPMR, European Travel Commission, HOTREC, ETOA, European Institute of Cultural Routes of the Council of Europe, among others.
NECSTouR strategy 2015-2018 has been integrating the current EU tourism priorities in order to align them to NECSTouR regional priorities. Resulting from this new strategy, NECSTouR 2015-2018 will focus on the following policy expertise fiends: EU funds for Tourism, Digital Platforms, Cultural Tourism and Sustainability, Smart Destinations, Innovation skills and education, as well as Sustainable Tourism Indicators.Address

Communication activities
EU co-funded projects:
T4EST - Life Long Learning Programme 2012 - It aims to provide certified training of sustainable tourism project management to regional/local agents by using PM4ESD methodology (developed in the framework of another EU Funded Project), a new EU certified training tool and qualification program that will equip professionals with the tools necessary for effective project management
ODYSSEA - CIP programme in the framework of the call for proposal of Transnational Cooperation Projects on European Cultural Routes 2012 - It aims to create an international network of transnational Port-Villages in rural areas and to support the economic benefits of the development of maritime and river tourism.
NEZEH - Intelligent Energy Europe (IEE) programme 2012 - It aims at accelerating the rate of refurbishment of existing buildings into Nearly Zero Energy Buildings (NZEB), supporting the private sector and promoting the front runners. NEZEH targets SME hotels which represent 90% of the European hospitality market and offers advantages to the hospitality industry.
MITOMED - MED Programme 2014 - It aims at promoting an integrated management model of the MED coastal and maritime tourism by providing the knowledge of data, information, products, services and policies through an assessed system of indicators for sustainable tourism.
"Mapping and Performance Check of the Supply Side of Tourism Education and Training” - Tender form the European Commission DG Enterprise and Industry 2014 - The key aim of the study is to examine the EU 28 education and training framework for tourism and to assess whether it is fit for purpose in providing the necessary labour market skills for employers currently and in light of future anticipated market developments.
“Spirit Youth” – COSME 2015 -It is about developing a European transnational tourism itinerary for young people around the concept of Spiritual Tourism, understood in a global sense. Initially the itinerary will cover three countries: The Netherlands, Italy and Spain aiming at identifying those resources and activities that fit into the Spiritual Tourism theme but also which match the sustainability and competitiveness criteria.
Events:
Only in 2015, NECSTouR interveened in 24 events, organised 11 events and particpated to 33 events.
Among some of the most relevant events, NECSTouR has intervened to events organsied by the European Commission such as the European Tourism Day, ETIS workshop and final conference, Accessibility study Fianal Conference, Coastal and Maritime tourism high level conference, as well as to European Parliament hearings.
In 2016, NECSTouR organised together with DG GROWTH the seminar on “Better use of EU funding opportunities for tourism and the visitor economy”, organised together with MEP Grapini the High Level Event “NEARLY ZERO ENERGY HOTELS FOR ACHIEVING LOW CARBON GROWTH IN EUROPE”, organised together with MEP Tapardel and Visit Scotland the event on “Synergies on Cultural Heritage and Tourism for growth and jobs” which counted with the participation of Commissionaire Mr. Tibor Navracsics and the Secretary General of the UNWTO Mr. Taleb Rifai and organized together with DG GROW and the NAT Commission of the Committee of the Regions the high-level event “Making the best use of EU Funds for Regional Growth and Jobs through Tourism”.
