Goals / Remit
Koulla Yiasouma is the Northern Ireland Commissioner for Children and Young People (NICCY). She took up appointment in March 2015 and her term is due to finish in March 2023.
It is NICCY’s role to safeguard and promote the rights and best interests of children and young people. ‘Children and Young People’ refers to anyone up to the age of 18, or up to 21 if they have a disability, or have experience of the care system.
When promoting the rights of children and young people, we use the UNCRC to guide our work. All of NICCY’s work is focused on making sure children and young people know about, and have access to these rights in their day-to-day lives, so they have the best opportunity to reach their full potential.
The Government and relevant authorities in Northern Ireland (including health, education and justice agencies) provide services for children and young people and one of NICCY's roles is to hold them to account.Main EU files targeted

Communication activities
Continuing work on Brexit exploring the impact of Britian's exit from the EU on Children's Rights in the Island of Ireland. The Commissioner has worked with the Ombudsman for Children in Ireland to develop a youth led project on Children's Rights and Brexit.
During 2021/ 22 and 22/33 NICCY has continued to monitor and reported on the impact of Covid-19 on the lives of Children and Young People as well as NHS Waiting Lists and Educational Inequalities impacting on Children and Young People. Research was completed and a report launched on Restraint and Seclusion activities impacting on children and young people in December 2021.
NICCY has continued to worked with Government Departments and Relevant Authorities to advise on the use of Child Rights Impact Assessments (CRIAs) to inform policy development and developed a training module on this area to be available across the civil service and wider public section in Northern Ireland.
The third Statement on Children's Rights in Northern Ireland was also produced in 2022. This outlines how NICCY believe government has fulfilled its commitment to the United Nations Convention on the Rights of the Child across a range of areas and is available on our website.Other activities
