Goals / Remit
Law reform: Elevating standards of animal welfare with a law reform that extends current anticruelty laws by adding positive animal welfare law.
Positive animal welfare law (“PAWL”):
(a) reflects the contemporary scientific model of the Five Domains model;
(b) is consistent with the existing legal paradigm which functions on human legal responsibilities regarding animals;
(c) pragmatically elevates applied standards of animal care by (i) retaining existing duties to prevent cruelty; and (ii) adding duties to provide animals with opportunities to experience positive states;
(d) was first legislated in 2019 (Australia) and is replicable in all jurisdictions throughout the EU.
PAWL is created in two simple steps:
(a) explicitly recognising animals as sentient
(b) Legislatively defining “sentience” stating “sentience means that animals experience negative and positive [physical, mental and emotional] states”.

Proposals and policies associated with governance of the human-animal relationship.
This focus is based on the recognition of:
(a) the pivotal role of animals in our society (i.e. the inseparable "people-animal-environmental" relationship);
(b) the unique standard-setting role and power of law that, in turn, impacts the standard, quality and practicality of associated proposals and policies; and that
(c) keeping law up to date with standards of good practice and scientific knowledge (i.e. the Five Domains) is a key element affecting the success, effectiveness and efficiency of any progressive animal-related program today and for generations to come.
