    Goals / Remit

    EHFCN is a not-for-profit organisation financed through subscription fees. Its members are healthcare and counter fraud organisations in Europe. since we are the only organisation dedicated to combating fraud, corruption and waste in the healthcare sector across Europe. our Mission is to improve healthcare systems for the benefit of every patient. Our our members are healthcare and counter fraud organisations in Europe (21 organisations in 2023)
    vision is to create a real fraud-proof and corruption-proof culture within healthcare systems across Europe. Our network will empower our people to use their knowledge and skills to the full. The main aim of EHFCN is to work with its member organisations to counter fraud, corruption and waste. It supports its members and associates entities in their work of prevention, detection, investigation, prosecution and redress of healthcare fraud, corruption, and waste.

    EHFCN was founded in 2005 as a result of the first pan-European conference held in London in October 2004. Its foundations lie in the European Healthcare Fraud and Corruption Declaration agreed upon by its delegatesOur vision is to create a real fraud-proof and corruption-proof culture within healthcare systems across Europe. EHFCN runs the AI WG, which regroups public healthcare organisations aiming to build an AI sandbox. Therefore, our main interest is focused on legislative proposals/policies on public health, AI, new technologies, GDPR (targeting especially the procession of health data), cross-border healthcare, cross-border fraud in healthcare, cybersecurity/ENISA, HTA and pharmaceutical legislation, falsified medicines, 2D matrix system.

    Communication activities

    We provide our members, mainly public healthcare organisations across Europe, with a platform (EHFCN powerhouse) to exchange information and tools, best practices and ideas. We also maintain a website where we share many information about our activities with the public audience.
    We promote the development of common working standards through education and events (monthly webinars, workshops, Open houses and international conferences)
    We represent our member organizations towards national, European and international organisations focusing in healthcare and/or in countering fraud and corruption and waste. We maintain a matrix system
    EHFCN has activated a Working Group, which is aimed at healthcareprofessionals who are interested in new technologies (especially AI) for fraud detection, but also for tackling waste and corruption (for EHFCN Members)
    Goal: map the existing AI technologies in healthcare fraud/waste detection & examine the potential implementation of AI fraud/waste detection in different healthcare systems.
    In collaboration with our members, we have published the following studies:
    Healthcare fraud, corruption and waste in Europe, National and Academic perspectives co-edited with NZa (2017)
    Recommendations on good governance in the healthcare sector (Council of Europe)
    2013: Study on corruption in the healthcare Sector (European Commission) (updated study in 2016)
    2017: review of the Cross-border Cooperation study (European Commission)
