    Goals / Remit

    For over 30 years Telefono Azzurro has been working in defense of children and adolescents. Telefono Azzurro was founded in 1987 in Bologna by Ernesto Caffo, Senior Professor of child and adolescent neuropsychiatry. The association was created to listen to children’s requests for help, a concrete response to the “right to be heard” recognized to the child by the UNCRC. To achieve these goals, we work closely with local, national and international institutions and organizations. Telefono Azzurro can rely on a dedicated and qualified team of experts, such as psychologists, psychiatrists and social assistants, as well as attorneys and law analysts. Telefono Azzurro manages a helpline and two hotlines. Our national toll-free helpline and hotlines are available 24 hours a day, 365 days a year to listen and help children and adolescents in need. Telefono Azzurro promotes prevention initiatives, through education and awareness projects for students, educators, and adults.

    SOS Il Telefono Azzurro Onlus is pro-actively involved in several European and International Networks:

    ● Missing Children Europe (MCE) - SOS Il Telefono Azzurro Onlus, is part of the board. The European Federation for Missing and Exploited Children. Within MCE’s board of directors, SOS Il Telefono Azzurro Onlus has been delegated to supervising EU projects and initiatives implemented by MCE and targeting unaccompanied migrant’s children within Europe. Therefore, SOS Il Telefono Azzurro Onlus is particularly focused and committed to monitoring the development and the actual implementation of those EU policies and legislative mechanisms related to: migration and asylum, fight against organized crime, police cooperation (e.g. for those cases regarding trafficking in human being, especially children), child protection systems and child alert mechanisms. In addition, we are also interested in the implementation of the EU Agenda for the Right on the Child, as well as in the development of the New Agenda for the Right of Child.
    ● The EU network of Safer Internet Centres (INSAFE) - Insafe is a European network of Awareness Centres promoting safe, responsible use of the Internet and mobile devices to young people. Insafe is funded by the Safer Internet Programme of the European Union. Every national Centre implements awareness and educational campaigns, runs a helpline, and works closely with youth to ensure an evidence-based, multi-stakeholder approach to creating a better internet. The mission
    of the Insafe cooperation network is to empower children and young people to use the internet, as well as other online and mobile technologies, positively, safely and effectively. SOS Il Telefono Azzurro Onlus is the helpline and hotline coordinator of the EU initiative “Safer Internet Centre Italy”. Within this context, SOS Il Telefono Azzurro Onlus is particularly interested in the development of the EU regulatory framework for e-Communications, as well as closely monitoring the implementation of the Digital Agenda for Europe, especially those policies. SOS Il Telefono Azzurro Onlus is the helpline and hotline coordinator of the EU initiative “Safer Internet Centre Italy”. Within this context, SOS Il Telefono Azzurro Onlus is particularly interested in the development of the EU regulatory framework for e-Communications, as well as closely monitoring the implementation of the Digital Agenda for Europe, especially those policies focusing on child protection (e.g. Art.8 GDPR). In addition, we have a strong interest toward monitoring the implementation of the EU directive on the fight against child sexual abuse material, sexual abuse and exploitation of minors, as well as other future policy development on this subject.
    ● Child Helpline International (CHI) - The helpline 19696 is part of a network of helplines, called Child Helpline International. This network, with 168 members from 139 countries and territories around the world, coordinates information, viewpoints, knowledge and data from child helpline members, partners and external sources. This exceptional resource is used to help and support child protection systems globally, regionally and nationally, and to help members advocate for the rights of children and amplify their voices.
    ● International Association of Internet Hotlines (INHOPE), As a member of INHOPE, a network co-funded by the European Commission through the Connecting Europe Facility and present in more than 40 Countries, Telefono Azzurro is also committed to fight against child sexual abuse material online. For this reason, Telefono Azzurro Through the "Click and Report" form, hosted on the website www.azzurro.it and the "Reports" form, hosted on the website www.114.it, the Telefono Azzurro hotline in receives reports daily, categorized by users as "pedo-pornographic content". Inhope is an international network gathering 51 hotlines in 45 countries worldwide, committed to eradicate child sexual abuse from the Internet. As one of INHOPE hotlines, SOS Il Telefono Azzurro Onlus offers the public a way of anonymously reporting Internet material including child sexual abuse material they suspect to be illegal. We ensure a follow-up to the reports we receive and contact, where necessary, the relevant law enforcement authorities.
    ● International Member of Missing and Exploited Children (ICMEC) - In 2018, Telefono Azzurro signed a MoU with the International Centre for Missing & Exploited Children. The MoU was developed following the Rome Charter of November 3, 2011, an operational document for the protection of children against all kinds of abuse. Telefono Azzuro joined the Global Missing Children's Network, a network composed of law enforcement officers and NGOs from 28 countries and 5 continents, working on issues related to missing children (prevention, training, investigation, recovery). Telefono Azzurro and ICMEC acknowledged that, in order to face the phenomena of missing children and children victim of
    exploitation, it is fundamental to rethink how intervention is made. The objective is to strengthen cooperation between associations, educational institutions, and the police.

    Unofficial Groupings: Having worked for 30 years to promote the respect of children's rights, SOS Il Telefono Azzurro Onlus is very interested in following the activities carried out by the EP Intergroup on Children’s Rights. In doing so, our organization is glad to share its competences and its extensive experience with respect to childhood and adolescence. In the latest year, Telefono Azzurro has engaged with the Intergroup, in particular in the events of the Charte of Treviso (11th and 12th November 2021) and European Day against child sexual abuse and exploitation (18th November 2021).

    Communication activities

    Below, we list a selection of EU projects and initiatives that are currently being implemented by SOS Il Telefono Azzurro Onlus:

    ● “Safeguarding Unaccompanied Migrant Children by reinforcing the integration of the 116 000 hotline for Missing Children within the Italian Child Protection System”: the general objective of this EU project is to strengthen the protection of Unaccompanied Migrant Children (UMMs)
    ● The 116 000 number is the European helpline to report missing children. The European Commission has reserved five short numbers with a single format 116 + 3 digits for helplines that should be accessible to everyone in Europe. The 116 000 hotline for missing children offers guidance and support to parents or relatives of a missing child and can back the efforts of the authorities during investigations. The hotline is operational in 27 Member States. In Italy, the 116 000 hotline is daily managed by SOS Il Telefono Azzurro Onlus
    ● SOS Il Telefono Azzurro Onlus is the helpline and hotline coordinator of the EU initiative “Safer Internet Centre Italy”. The project is funded under the Connecting Europe Facility, which is managed by the Innovation and Networks Executive Agency (INEA). The Italian Safer Internet Centre, called “Generazioni Connesse”, was established in November 2012. It is made up by a partnership between the following institutions and organisations, all working for the protection of children’s rights: Ministry of Education – project coordinator, Save the Children – awareness centre and hotline coordinator; SOS Il Telefono Azzurro Onlus – helpline and hotline coordinator; two strategic partners and two implementing partners. The Centre carries out awareness-raising activities with the help of a Youth Panel and operates a national helpline and two hotlines.
    ● On 6 October 2017, SOS Il Telefono Azzurro Onlus in partnership with the WePROTECT Global Alliance and the Centre for Child Protection (CCP) of the Pontifical Gregorian University, organised the World Congress: Child Dignity in the Digital World, bringing together more than 100 representatives from all the society’s sectors, and resulting in the Declaration of Rome, endorsed by Pope Francis
    ● The ‘CARE’ project aims to develop and provide trauma-informed training to the first responders (social workers and law enforcement and medical practitioners) in order to provide a set of critical skills and competencies for the staff who participate in the process of investigation, removal and out-of-home placement of children victims of abuse and neglect. The project is implemented in transnational level and specifically in 4 countries (Greece, Italy, Cyprus, Croatia) with the participation of the following partner organizations:‘The Smile of the Child’ , Greece (Coordinator), ASSOCIAZIONE SOS IL TELEFONO AZZURRO ONLUS, Italy, ‘HFC HOPE FOR CHILDREN CRC POLICY CENTER’ , Cyprus, ‘HRABRI TELEFON’, Croatia
    ● In order to improve the safety of children online, in December 2020, Telefono Azzurro launched the Digital Citizenship Programme (“Programme”). The Programme’s objective is to raise awareness about potential risks for children online. Therefore, children are educated to navigate the digital world in a safe way, making the best of opportunities online. The program was updated in November 2021 by adding more topics and sections
    ● Telefono Azzurro, for every Safer Internet Day, organizes an event where representatives from institutions, private sector, academics and civil society organizations. For the last years, the outcome of the events was the production of Milan Charter and Rome Charter, in which Telefono Azzurro engaged with all the partners invited to enact change in the field of child protection in the digital environment
