    Goals / Remit

    Green Budget Europe (GBE) is a Europe-wide initiative established to stimulate discussion and encourage progress on environmental fiscal reform (EFR) and on market-based instruments (MBIs) internationally, at European Union level, and in individual European states.

    We disseminate information about and promote fiscal and budgetary policies that take climate, environment and sustainability issues into account and support partner organisations in their campaigns.

    Our activities include:
    • One-to-one meetings with political decision-makers and others influential in policy-making to make the shift from labour taxes to charging for pollution and resource use, ensuring social equity in the transition
    • Bringing together stakeholders from different sectors and creating alliances to make space for dialogue and exchange
    • Conducting and disseminating research and best practice on EFR to key stakeholders, our networks, and the wider public, as well as working on events to aid knowledge exchange.

    We focus on environmental taxation, reform of environmentally harmful subsidies, emissions trading, green public procurement, border tax adjustments, environmental fees and charges, heavy vehicle charges, deposit-refund schemes, promotion of renewable energy, and many other innovative measures.

    Much of our current work highlights the significant contribution environmental taxation and subsidy reform can make to fiscal consolidation, arguing that measures relating to the financial crisis should take sustainability criteria into account.

    We also respond to and comment on ongoing political processes, and highlight potential windows of opportunity for EFR in the media, online and in print publications.
