    Goals / Remit

    The MBO Raad is the Association of Colleges in the Netherlands, representing all government funded VET colleges. On behalf of its 63 member institutions (100%) the MBO Raad promotes the collective interest of the sector, supports common activities of the institutions and acts as an employers’ organisation. MBO Raad acts as an intermediary between the VET-colleges and the government, professional branch organisations, industries and other stakeholders providing the colleges with guidance and advice through their specialized policy consultants.
    The MBO Raad promotes innovation in education in several ways, by encouraging good practice, organising conferences and developing support and information material.
    In order to advocate the interests of the VET sector at a European level and to promote international cooperation, the MBO Raad is a member of the European Providers of Vocational Education and Training (EUproVET) and the European Federation of Education Employers (EFEE).

    Main EU files targeted

    European Education Area
    On 24 November 2020, the Council of the EU adopted a Recommendation on vocational education and training for sustainable competitiveness, social fairness and resilience. Osnabrück Declaration 2020. The Osnabruck Declaration is supported by VET providers’ associations at the European level (VET4EU2) and representatives of VET students (OBESSU, European Apprentices Network). It sets out new policy actions for the period of 2021-2025 to complement the Council Recommendation on vocational education and training for sustainable competitiveness, social fairness and resilience:
    • promoting resilience and excellence through quality, inclusive and flexible VET
    • establishing a new lifelong learning culture emphasising the relevance of C-VET and digitalisation
    • fostering the sustainability of VET
    • develop a European Education and Training Area and international VET
     The MBO Raad is involved in the implementation, evaluation and future of these objectives.
    Erasmus+plus
    The Erasmus+ programme for education, training youth and sport
    The programme will fund 100 networks of Centres of Vocational Excellence, hundreds of Alliances for Innovation, projects with third countries for Capacity building in VET, as well as a number of forward-looking projects in the field of VET. I
     The MBO Raad Council is involved in the implementation, evaluation and future of these objectives.
    Recommendation on a European approach to micro-credentials for lifelong learning and employability.
    On 16 June 2022, the Council of the European Union (EU) adopted a Recommendation on a European approach to micro-credentials for lifelong learning and employability. The Recommendation seeks to support the development, implementation and recognition of micro-credentials across institutions, businesses, sectors and borders.
    An effective culture of lifelong learning is key to ensuring that everyone has the knowledge, skills and competences they need to thrive in their personal and professional lives.
    The MBO Raad fostering dialogue on how to use and adapt existing EU tools and services to support the development of micro-credentials by VET school.
     The MBO Council provides pilots in the field on Microcrendentials for VET, does the monitoring and ensures the connection with European policy.
     The MBO Council is involved in the application and implementation of microcredentials.
    European Skills Agenda
    European Skills Agenda is a five-year plan to help individuals and businesses develop more and better skills and to put them to use, by:
    • strengthening sustainable competitiveness, as set out in the European Green Deal
    • ensuring social fairness, putting into practice the first principle of the European Pillar of Social Rights: access to education, training and lifelong learning for everybody, everywhere in the EU
    • building resilience to react to crises, based on the lessons learnt during the COVID-19 pandemic
    The new European Skills Agenda builds upon the ten actions of the Commission’s 2016 Skills Agenda. It also links to the
    • European Digital Strategy
    • Industrial and Small and Medium Enterprise Strategy
    • Recovery Plan for Europe
    • increased support for youth employment
