    Goals / Remit

    Our public affairs and legal work in Europe aims at ensuring that national gambling legislations are compatible with the EU rules.

    Even with the advent of limited liberalisation of gambling markets to date, online gambling has established itself as a key service sector within the EU. It is not only a legitimate economic activity but also one of the few areas for business growth in Europe at this time. While Member States retain sovereignty over their choice of regulatory regime for gambling, it is essential that the underlying regulatory principles be predictable, proportionate, non-discriminatory in accordance with jurisprudence from the European Court of Justice (CJEU).

    Betfair welcomes the Commission’s communication published in October 2012 and any legislative or regulatory initiatives that result in addressing the legitimate concerns of the European online gambling industry. In this context, we believe that ensuring full compliance with basic EU Internal Market rules is of paramount importance. Achieving such compliance would mean that the Internal Market fragmentation increasingly caused by uncoordinated national regimes and restrictions could be mitigated to the benefit of business and consumers alike. It is crucial that the Commission speeds up the investigation of complaints and undertakes swift action regarding all new and pending infringement proceedings against Member States where Internal Market rules have been breached.
