Goals / Remit
The goal of EAPN is to establish across Europe a democratic and effective network of voluntary groups or non-governmental organisations (NGOs) working against poverty, which shall primarily be an expression of the desire of people experiencing poverty to initiate and effect change in the structures that keep people in a marginalised position. The explicit and main purpose of groups that join the Network must be to empower people and groups experiencing poverty and social exclusion to fulfil their responsibilities, to exercise their rights, to break their isolation and counter their social exclusion.
The Network shall pursue three main objectives:
To promote and enhance the effectiveness of actions against poverty and social exclusion;
To help shape social policies and design action programmes
To lobby for and with people and groups experiencing poverty and social exclusion.
While EAPN is committed to the eradication of poverty globally the primary focus of our activities is on the eradication of poverty within the member states of the European Union.
EAPN is committed to transparency about EU interest representation. EAPN believes that this register fails basic transparency standards and that it does not provide EU lobbying transparency. When registering, we have therefore chosen to give all the relevant information that we consider necessary for lobbying transparency. A credible EU lobbying transparency register should include names of individual lobbyists and the issues that they try to influence, provide precise and comparable financial information on lobbying, ad have effective sanctions to ensure the accuracy and completeness of the information disclosed. IN an effort to arrive at a more objective way of calculating lobbying expenditures, we follow the guidelines that result from consultation with public interest organisations, professionals working on lobbying transparency as well as experts on US lobby disclosure legislation. Our registration is therefore providing a more comprehensive calculation of our expenses for activities that aim to influence the policy formulation and decision-making processes of the European institutions, and a list of those who, on behalf of EAPN, carry out such activities.
Our registration is based on the guidelines for transparent registration developed by the Civil Society Contact Group and ALTER-EU. You can find the guidelines on “http://www.act4europe.org or http://www.alter-eu.org”
EAPN as an “interest representative” of people experiencing poverty and social exclusion and the organisations who defend their interests or in which they participate. In that respect in EAPN we try to engage citizens and civil society organisations in discussing European policies and strategies and to make proposals based on their experience and knowledge. This is part of a general effort to help to ensure a closer link between citizens and political decision making, to try to have the ‘voice’ of people experiencing poverty heard in this decision making and to try to build links between the local, regional, national and EU and international levels.Main EU files targeted

AS percentages have not changed much between 2008 and 2009 I have not updated this section. Following the guidelines of the EU Civil Society Contact Group and Alter EU, EAPN has calculated that it has spent an estimated 299049 Euro in 2008 on activities carried out with the objective of influencing the policy formulation and decision making processes of the European Union Institutions. This figure is arrived at by calculating 50% of the staff costs for staff who work on policy, plus 50% of meetings organised where an element of such meetings included trying to influence policy. Please note that in addition to the above EAPN was contracted on a non profit basis by the Slovenian Presidency of the EU to organise the 7th European Meeting of People experiencing poverty. Also please note that the aim of the work of EAPN is to help to reduce the gap between people experiencing poverty, the organisation which represents their interests and in which they participate and the European Union decision making processes. In order to achieve this bottom up participation we develop participatory structures including statutory bodies, working groups and the organisation of seminars and workshops in which a large number of participants from the diverse corners of Europe participate.
