    Goals / Remit

    The Institute for Climate Protection, Energy and Mobility (IKEM) is a non-profit think tank that explores pathways towards a sustainable society, focussing on the interactions between the legal, economic, and political framework behind the German and European transition of energy and mobility.

    IKEM has offices in Berlin, Greifswald, Stuttgart and Brussel and unites more than 50 scientists from various academic backgrounds. IKEM is a public charity and affiliated with the University of Greifswald. Since 2017, the Institute has held Special Consultative Status with the United Nations Economic and Social Council.

    Main EU files targeted

    The way forward to effective decarbonisation in the 2030 and 2050 timeframe was demonstrated in the European Commission Communication for “A European strategic long-term vision for a prosperous, modern, competitive and climate neutral economy”, dated November 2018. This vision will now be transposed into a more ambitious set of new policy initiatives, as presented by the new Von der Leyen-Commission in its Communication on the European Green Deal, aiming at “putting Europe on a pathway to a sustainable future while leaving no one behind”.

    In this context, the following initiatives and policy developments relate to IKEM’s work streams:

    Achieving climate neutrality: propose the first ever European ‘Climate Law’ to enshrine the 2050 climate neutrality in legislation; develop a comprehensive plan to increase the EU’s climate target for 2030 to at least 50% and towards 55% and revise all relevant legislative measures to deliver on this increased ambition; revise the Energy Taxation Directive.

    Clean, reliable and affordable energy: assess the ambition of the final National Energy and Climate Plans (NECPs); revise the energy legislation to reflect the increased 2030 climate ambition, incl. the Energy Efficiency and Renewable Energy Directives; draft a strategy for smart sector integration, addressing the transformation and coupling of the electricity, gas, heating and transport sectors and its infrastructure; review the TEN-E Regulation and the 10 Years Network Development Plan for Europe’s energy infrastructure at transmission level.

    Sustainable transport: adopt a strategy for sustainable and smart mobility; incl. the potential of electric and self-driving vehicles; support the deployment of public charging points with the launch of a funding call for alternative fuel infrastructure; consider legislative options to boost the production and supply of sustainable alternative fuels for the different transport modes.

    Financing the transition: review the state aid guidelines for environment and energy; benchmark green budgeting practices of the Member States; the need for additional legal requirements on sustainable corporate governance; demonstrate high climate and environmental ambition in the negotiations on the next multi-annual financial framework and support the European Investment Bank’s efforts to turn into a climate bank.

    Transposition of the Clean Energy Package into national law: make sure Member States are adequately transposing this recently adopted set of new EU rules into national legislation. Implementing the Directives and Regulations on Energy Efficiency, Renewable Energy, Energy Performance of Buildings, Electricity Market Design, Governance, ACER and Risk Preparedness will impact national frameworks for consumers, market as well as energy system actors.

    Communication activities

    IKEM’s research, publishing and project work that is carried out at national and regional level will feed into EU’ and Member States’ climate protection and energy debates, and make valuable contributions to improving policy-making, covering major policy initiatives that are announced to be issued under European Green Deal, or else the transposition of the Clean Energy Package provision into national legislation and the assessment of the National Energy and Climate Plans (required to be submitted by Member States under the EU Governance Regulation).

    IKEM as knowledge partner among EU decision-makers and the wider Brussels climate protection and energy stakeholder community. In particular, providing expertise and legal policy advice to the European Commission (mainly Directorate-Generals (DGs) for “Energy” (ENER), “Environment” (ENVI), “Climate Action” (CLIMA), “Mobility and Transport” (MOVE)) and the European Parliament (mainly the Committees “Industry, Research, Energy” (ITRE), “Environment, Public Health, Food Safety” (ENVI), “Transport and Tourism” (TRAN)) while policy makers are developing the initiatives proposed under the “European Green Deal”.

    IKEM is involved in the preparation, submission and implementation of projects, funded by EU and national programs.

    IKEM’s activities are carried out through bilateral meetings, organisation of conferences, workshops, seminars etc., interventions in relevant platforms, stakeholder coalitions, replies to public consultations and publications addressed to EU policy-makers.
