    Goals / Remit

    Mercator Ocean International (MOi) is a non-profit organisation committed to building a science-based Digital Ocean for supporting the conservation and the sustainable use of our oceans and seas and marine resources (UN SDG14). MOi maintains an operational digital description of marine environment worldwide and helps organisations implement community and institutional programmes, projects, and initiative. It values its Expert Services in the resolution of major environmental, climatic, and societal challenges of the planet. It continuously builds interactions between scientists, policymakers, public and institutional decision-makers, and the civil society.Mercator Ocean International has gained the reputation as a European and global leader in operational oceanography. It has also structured a committed network of ocean production centres in Europe, proposing a unique marine data and information service, establishing integrated capacities for a digital depiction of the ocean.

    Communication activities

    Our communication activities related to above-mentionned policies are essentially publications, events and workshops. To illustrate: MOi edited a "Blue Book" in 2019 for raising awareness of EU Policymakers on science-based/evidence-based environmental policies related to the Ocean. Elzbieta Bienkowska, EU Commissioner for Internal Market, Industry, Entrepreneurship and SMEs (2014-2019), Karmenu Vella, EU Commissioner for the Environment, Maritime Affairs and Fisheries (2014-2019), Dominique Ristori, EU Director-General, Directorate-General for Energy (2014-2019) , Claire Morel Head of International Unit, EC Directorate General for Education, Youth, Sport and Culture, and David Magagna Scientific Officer - EC Joint Research Centre were invited to write an article on their respective fields and policies and on why Ocean Data was essential (Space Policy, Healthy Ocean, Climate Policy and Clean Energy, Erasmus Mundus and EU Ocean Energy Policies). MOi initiated a conference at the European Parliament entitled “Fostering knowledge on a sustainable ocean: what benefits for the EU?” hosted by MEP Catherine Chabaud and MEP Cláudia Monteiro de Aguiar during which we invited speakers from the European Commission (EC DG DEFIS, EC DG MARE, EC DG RTD) and four members of the Mission for Healthy Oceans, Seas, Coastal and Inland Waters Board and Assembly. MOi, the Azores Regional Government and NEREUS co-organized in Azores, Faial Island, Horta city, an event on June 6-7, 2019 for supporting Outermost and Maritime regions in their requirements for Water quality monitoring, aquaculture and fisheries management and renewable energy farm implementation. MOi contributed to the EC Workshop for Shaping Europe’s digital future and defining convergent use of High-Performance Computing (HPC), cloud, data and Artificial Intelligence (AI) resources in relation to building a future digital infrastructure related to advanced Earth system modelling for EU policy support. MOi took part of the International Ocean Governance Forum’s Working Group ( April 2020, December 2020, April 2021) for defending its position in 3 policy pillars: strengthening the international framework governing the oceans, reducing pressure on oceans and seas, and creating the conditions for a sustainable ‘blue’ economy, strengthening international ocean research and data.In May 2020, MOi co-signed a joint letter from EU Space Programme stakeholders (with ESA, EUMETSAT, EEA, EMSA, ECMWF, NEREUS, EARSC, ASD EUROSPACE…) to the European Institutions, called “A United EU SPACE for a more resilient, sustainable and fair Europe” in which we explained how we could contribute to the “Roadmap for Recovery, towards a more resilient, sustainable and fair Europe”.In January 2021, MOi has been defending its position towards “The central role of the ocean for Earth’s climate, society and sustainable development” at the European Parliament’s Seas, Rivers, Islands and Coastal Areas (SEARICA) Blue Economy Conference: «A blue dimension to the Green Deal: The way towards a sustainable recovery of the blue economy in Europe”, organised with the support of CPMR and DG MARE. In February 2021, MOi joined a CPMR meeting with its regions and SEARICA Intergroup, for stressing the strategic importance of ensuring the availability and interpretability of marine data for supporting maritime activities of Regions.In April 2021, MOi joined the “Knowledge Centre on Earth Observation” launch organised by the EC's science and knowledge service, for defending the importance of translating data into evidence for EU Marine/Environment policies.On 4th June 2021, for illustrating the importance of Ocean Data in the fight against marine pollution, MOi organised an EU GREEN WEEK side-event “A DIGITAL OCEAN for a HEALTHY OCEAN” during which MEP Cyrus Engerer and Jacques Delsalle, EC's Marine & Water Env. MOi has been working with the European Marine Observation and Data Network (EMODnet) for the EC DG DEFIS - DG MARE MoUs.

    Other activities

    -Mercator Ocean International is fully committed to the Green and Digital transition of the EU.

    -Mercator Ocean International (MOi) has been implementing the EU Copernicus Marine Service since 2014.

    -MOi has been implementing WEkEO with EUMETSAT, ECMWF and EEA, the EU Copernicus DIAS reference service for environmental data, virtual processing environments and skilled user support.

    -MOi has been piloting since November 2020 the “EU4OceanObs” project funded through the Partnership Instrument managed by the European Commission service for Foreign Policy Instruments (FPI), meant to develop an international strategy for Ocean Observation with the Group on Earth Observation (GEO), the Global Ocean Observing System (GOOS) and its G7 Coordination centre.
