    Aux termes de ses statuts, l'UGAL entreprend toute recherche, recueille et diffuse toute information scientifique touchant le statut légal, économique et social des groupements et associations de groupements légalement constitués suivant les lois et usages de leurs pays, et dont l’objectif vise la promotion des détaillants indépendants.

    Les objectifs de l'UGAL consistent à ce que les réglementations de l'Union européenne incluent et contribuent à la promotion économique, politique et juridique des détaillants indépendants au moyen de leurs groupements et les autorisent à choisir librement les solutions les mieux adaptées pour faire face à la concurrence.

    Créée en 1963, l'Union des groupements de détaillants indépendants de l'Europe – UGAL – rassemble, au niveau européen, les principaux groupements de détaillants indépendants des secteurs alimentaire et non alimentaire.

    Ces groupements sont des entreprises constituées au niveau du commerce de gros par des détaillants et des artisans indépendants. Leur but est non seulement d’offrir à leurs adhérents les meilleures conditions d'achat mais aussi, par des efforts communs, de leur apporter les moyens techniques et matériels ainsi que l'ensemble des services et compétences humaines nécessaires. Ceci permet de garantir aux détaillants l'exploitation et le développement d'entreprises modernes du commerce et de la distribution face à la concurrence dans une économie de marché.

    Ces groupements agissent en faveur de leurs membres, à la fois pour la mise en valeur de leur patrimoine, pour la performance économique de leurs points de vente, pour leur implication et leur participation active dans la vie du groupement. Pour ce faire, ces groupements visent la performance économique du réseau, constitué de PME travaillant le plus souvent sous enseigne commune.

    L'UGAL représente près de 300.000 détaillants / entrepreneurs indépendants avec un chiffre d'affaires de détail supérieur à 623 milliards d'euros et plus de 540.000 points de vente. Cela représente 25 groupements et associations de groupements en Europe employant plus de 5 millions de personnes au total et avec un chiffre d'affaires de gros supérieur à 260 milliards d'euros.
