Goals / Remit
The mission and ultimate goal of the Roma Education Fund (REF) is to close the gap in educational outcomes between Roma and non-Roma. In order to achieve this goal, REF supports policies and programs which ensure quality education for Roma, including the desegregation of education systems in the countries that were participating in the Decade of Roma Inclusion, and in other interested countries. Preparation of this action is based on long-term implementation of actions aimed at supporting Roma children and youth at all educational levels, with the aim to introduce an integrated approach in the countries where REF already implements activities and to expand the activities to new areas/countries with a significant number of Roma population.
Since 2005, the Roma Education Fund (REF) network has gained extensive experience and knowledge about the types of interventions and approaches to Roma education that produce results on the ground in 16 countries in Europe.Main EU files targeted

Since 2005, the Roma Education Fund (REF) has gained extensive experience and knowledge about the types of interventions and approaches to Roma education that produce results on the ground.
In its field of expertise, REF has either established in-country project or implemented activities in 16 countries in Central, Eastern and South Eastern Europe, as well as the Western Balkans and Turkey (Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Czech Republic, Hungary, Kosovo, North Macedonia, Moldova, Montenegro, Romania, Russian Federation, Serbia, Slovakia, Turkey and Ukraine). -

Communication activities
REF implements educational projects according to five models for all levels of education, and four will be included in this project: early childhood education and care; primary education with focus on preventing early school leaving; secondary school scholarships with mentoring and tutoring; and tertiary scholarships with opportunities for professional development. These models promote interventions for graduating and transitioning to the next educational level and aim to contribute to the implementation of national Roma social inclusion policies.
For REF Romania, the quality of the educational programs offered to the beneficiaries of the Foundation is essential. In addition, improving the Romanian education system is a priority. In this sense, the Foundation was part of the working groups set up within the “Educated Romania” project. The Foundation is also an active member of the “Coalition for Education” and the Roma Sounding Board - World Bank.
In 2019, REF Romania celebrated 10 years of activity. In this context, I had as a guest the President of Romania, Mr. Klaus Iohannis. He visited the Gymnasium School and the kindergarten from Gălbinași, Călărași County. He congratulated the Roma Education Fund Romania team for the very good results obtained during a decade of activity.
The major results of the Foundation in Romania were obtained by implementing 5 strategic projects. These programs were funded by the ESF Fund, the EEA Grants and Norway, as well as 3 other large EU-funded projects. All these projects together target almost 24,000 Roma students and adults, to whom we have offered complex service packages in multi-annual interventions. The total budget obtained in these years from external financiers was over EUR 23 million (ESF funds EUR 15.5 million).
As part of the international Roma Education Fund network, REF Romania implements strategic projects at national level in partnership with local Roma NGOs, thus contributing to the development and empowerment of Roma civil society organizations in Romania.Other activities
REF RO Strategic Objectives on the long run:
- development and implementation of quality educational services at all levels of education, from early to university education, including preventive and corrective measures for adult education,
- significantly contribute to increasing the participation of Roma children in school and to preventing early school leaving,
- development of a strong teacher training component within the Foundation in order to contribute significantly and sustainably to the improvement of the quality of education in Romania and the development of specific curricula accredited in this respect (eg Interculturality, Roma culture and history, Inclusive education , Child-oriented education, etc.),
- development of specific intervention models and their promotion as public policies, in order to facilitate the transition of school and / or university graduates to the labor market, development of specific intervention models for the growth of the next generation of Roma leaders,
- contributing to the improvement of existing public policies by focusing on the implementation of quality education at all school levels,
- developing existing partnerships with public institutions (including the Ministry of National Education), with key actors and civil society in the development of public education policies,
- strengthening the educational research component of the Foundation, in order to be able to contribute with evidence-based models to public policies.- Meetings
