    Goals / Remit

    WIN developed from a small group of NGOs that, from 1979, built up legal, policy and advocacy expertise on whistleblowing and supported each other’s work. Over the years, other civil society actors sought the expertise of these more established NGOs. Most national organisations, however, remain burdened with heavy domestic workloads with little or no dedicated resources to work internationally. The need for a consistent and coherent way to collaborate on this very sensitive issue became increasingly urgent as whistleblowing moved into the information age. Operating as an organic network with a part-time director and a voluntary steering group for 5 years, WIN is now a registered incorporated charitable organisation based in Scotland with a committed international Board of Trustees and an engaged pool of members and associates. WIN’s mission is to protect the public interest by protecting whistleblowers worldwide. It does so by facilitating peer-to-peer support and providing the tools and resources needed to professionalise and strengthen the field. It also transmits first-hand knowledge of how to protect whistleblowers across borders and ensures international policy is informed by effective practices working on the ground. WIN works with members to identify emerging issues and develop strategies to respond - for example increasing knowledge about how to defend against the criminalisation of disclosures.

    WIN is funded by the Charles Leopold Mayer Foundation (FPH) and the Open Society Initiative for Europe (OSIFE). WIN was formed as an informal network with a voluntary steering group and coordinator in 2011. WIN registered as a Scottish Charitable Incorporated Organisation on the 1 August 2018 and so has only existed as a financial and legal entity since that point. WIN has not yet completed a full financial year-end.

    As a global network, WIN’s work in the EU represents a small percentage of its overall activities.
