    Goals / Remit

    Europe’s People’s Forum (EPF) is a network of more than 27 national organisations, professional in organising citizens' participative and deliberative processes. Further, the EPF organises more than 50 active civil society organisations in Europe.
    • The goal is to strengthen democracy in Europe, particularly with participation and engagement of citizens at European, national and local policy making between the elections. The EPF further aims to:
    • Promote a permanent mechanism to the European Union for citizens participation between the elections.
    • Strengthen the sustainability of the Network by working together in future European, national and local participatory processes including in pre-accessing states, through innovative methodologies and capacity to meet all tasks.
    • Support each other in meeting possible political challenges to the independence of the processes
    • Strengthen exchange of citizens focused research, and research on participatory democracy

    Main EU files targeted

    The Conference on the Future of Europe is a joint process between the European Parliament, the European Commission and the European Council with the leaders of the 27 member states. The EC and EP seem well in line with each other about the model, the governance of the process and the approach ensuring that citizens participate and engage in the actual policymaking. However, the Council has been quite hesitant to a process giving the EP too strong influence in the governance of the conference and has had significant internal disagreements on the possibility to include potential treaty changes in the mandate for the Conference. However, the expectations are that an agreement on the involvement of citizens could easily be reached.
    Europe’s Peoples’ Forum has in its methodology for the Conference included an online platform to be used for the 450 million citizens to have influence on the priority of thematic issues that should be discussed and to allow feedback to the discussions in the Agora and to the developed policy proposals.



    However, in the light of the current crisis it will be necessary to expand the use of online platform to include also deliberative processes at both local and national level. At least for 3 months but more realistically for the remaining part of 2020, when hopefully face2face consultations, and the thematic Agora and the Conference Plenary can take place under safe circumstances.



    The EPF has proposed both to the political groups in the European Parliament and to Vice President Suica that the Conference should start up as planned on the 9th of May but remain online for a foreseeable period.



    Further EPF has proposed as the first theme to include a citizen discussion of how at European level to have better mechanisms to react to the expected second wave of the Covid 19 and to future pandemics.

    Communication activities

    Citizens Looking for Multidimensional Migration Challenges (CITIMIG)
    Europe’s Peoples’ Forum is an active partner in this 18 months project that has been co-financed by the Europe for Citizens programme. The project aims to promote citizen participation in the EU policy-making process regarding migration from different perspectives such as economic, security and environmental among others. The goal is to gather experts, citizens and political leaders to discuss, give their views and achieve a policy briefing together. Following this strategy, the project aims to be innovative, inclusive and interactive.



    The project will involve citizens in the EU policy-making process and encourage them to take active role in initiating policy actions. Bringing at one table political leaders, experts and citizens, presenting each other their views on policies and measures, elaborating each aspect within small working groups, involving them in intense discussions, we wish them to come to conclusions what should best serve to citizens as well as to the future of Europe. With the project, we will enhance the bottom-up approach, empower citizens to better understand the EU policy-making process, foster mutual cooperation between citizens, raise the level of societal engagement and offer an open space for drafting policy proposals for better and common European politics.

    Europe's People's Forum has been part of the project JOINT CITIZENS’ FORCES – COMMON EUROPEAN FUTURE (JOCICEF), co-funded by the Europe for Citizens Programme of the European Union and under the auspices of the President of the European Parliament. The project aims at empowering European citizens and civil society organisations and offers them a platform for structural dialogue with the EU policy- and decision-makers on the common future in a turbulent and decisive period for European integration.
