RGI Mission
“RGI is a unique collaboration of NGOs and TSOs from across Europe engaging in an ‘energy transition ecosystem-of-actors’. We promote fair, transparent, sustainable grid development to enable the growth of renewables to achieve full decarbonisation in line with the Paris Agreement.”
RGI has 3 main strategic objectives:
1) RGI explores and communicates the need for grids for enabling the transition to a fully decarbonised energy system based on renewables.
• RGI engages in an ‘energy transition ecosystem-of-actors’ by establishing a
strong network of external stakeholders that are part of the energy system of the
future.
• RGI, within this ‘energy transition ecosystem-of-actors’, takes action to increase
the joint understanding about the role and need for sustainable grid infrastructure
in a fully decarbonised energy system.
• RGI communicates and promotes findings to relevant European and national
institutions – when possible together with the ‘energy tr (...)Main EU files targeted
The European Green Deal (EGD) is a roadmap set by the European Commission (EC) for making the EU's economy sustainable by turning climate and environmental challenges into opportunities across all policy areas and making the transition just and inclusive for all. Given the relevance of this roadmap for RGI advocacy work, in the first semester of 2020 we have mainly focused on EGD released laws, strategies and the related consultations. The COVID pandemic, though, has had an impact on the EC policy prioritisation and timeline of its activities. In particular, the preparation of the EC Recovery Package has been at the center of the work of the EC in March and April and also of the public debate. RGI deemed as important to to send a letter od recommendations to the EC to state the importance of planning the economic recovery in the frame of the EDG and to suggest priorities related to energy developments. Despite the delays, the EC has then between May and June started the public consultations on different topics. RGI has decided to respond
o informally to the Climate Law by sending a letter to Commissioner Timmermans and Director-General Petriccione
o formally to the Energy Sector Integration and Hydrogen consultation
Other topics under the RGI radar are related to offshore development, biodiversity, circular economy and taxonomy.
Given the relevance of building the needed interconnected grid in order to reach climate objectives by 2050, RGI has dedicated special attention to the opening of the consultation for the revision of the Trans-European Network-Energy (TEN-E) Regulation (347/2013). In order to prepare the input to the public and targeted surveys launched by the EC, RGI has organised plenary internal calls with Members to discuss specific points.
RGI has been invited to become a Member of the PCI Steering Committee on “Innovative Actions and Strategies to Boost Public Awareness, Trust and Acceptance of Trans-European Energy Infrastructure Projects”. The Committee is composed of EU bodies and local experts with the objective to increase public understanding and acceptance towards the development of Projects of Common Interest (PCI) and to ensure a better implementation of interconnectors. RGI’S role will consist in participating in virtual meetings and reviewing documents.
With regards to the regulatory recognition of stakeholder engagement, in the conclusion of the 2019 Infrastructure Forum of Copenhagen, the EC has invited ENTSO-E, ACER, RGI and other relevant stakeholders to keep working together to complement the CBA methodology to be used at the national and European level.
Additionally:
- Development of joint industry and NGO key messages to inform policy-makers: In the context of the PAC project, RGI developed the ‘Request to Adapt European Energy Planning Scenarios’ (signed by 42 parties, of these 26 not members of RGI). This was done in full recognition that the CAN Europe and EEB developed PAC Scenario is too ambitious for several RGI Members to sign, but with the will to strengthen the message that the relevant European processes, especially the TYNDP need to uptake very high shares of RES and a high electrification scenario in line with the Paris Agreement.
