    Goals / Remit

    ECFR is the first pan-European think-tank. Launched in October 2007, its objective is to conduct research and promote informed debate across Europe on the development of a coherent and effective European values-based foreign policy. Three distinctive elements define ECFR's activities: 1) A pan-European Council of over three hundred members - politicians, decision-makers, thinkers and business leaders from across Europe - which meets once a year as a full body. Members provide ECFR staff with advice and feedback and assist ECFR's activities. The Council is chaired by Carl Bildt, Lykke Friis and Norbert Roettgen; 2) A physical presence in Berlin, London, Madrid, Paris, Rome, Sofia and Warsaw. The offices are platforms for research, debate, and advocacy; 3) A team of distinguished policy entrepreneurs to link cutting edge research to practical pan-European policy through five programmes – Africa, Asia, Middle East and North Africa, Wider Europe and the European Power.

    ECFR organized activities to provide meeting space for EU decisionmakers to share ideas for common action and to promote informed debate on Europe’s role in the world
    AFRICA: EU Special Envoy Emanuela Del Re attended the Sahel Strategy Group (27 Jan) and a dinner & panel in Italy (1-2 Dec). On 15 Feb the paper on the Green Deal was discussed with Koen Doens (DG International Partnerships) & Helena König (EEAS). The Europe-Africa event (27 Jun) had the participation of Birgitte Markussen, EU Delegation to the AU. On 7 Jul the paper Why Britain, the EU, and Africa need one another was discussed with Rita Laranjinha (EEAS). The Berlin Africa forum (29-30 Sept) had the participation of Helena König (EEAS) & Birgitte Markussen. Kerstin Jorna (GROW) & Koen Doens were at the event on Europe’s strategy to compete (6 Dec). ASIA: The Indo-Pacific Strategy Group (3 Feb) was attended by Mauro Petriccione (DG CLIMA) & Anna Strzaska (EEAS). The event on Economic Security for the EU (17 Mar) had Maria Martin-Prat (DG Trade) as speaker. The discussion on EU-India Maritime-Security (5 Jul) had EEAS experts Alison Weston, Emmanuel Puig. The event on Europe & China in the Global South (14 Sep) was attended by Alexandre Giraldez & Abigael Vasselier (EEAS) & Hanna Zinner (EC). MEP Reinhard Bütikofer & Adeline Hinderer (EC) joined the 2022 European Caucus on China (10 Dec). EUROPEAN POWER: The articles Coercion with Chinese characteristics was discussed with MEP Reinhard Bütikofer (17 Feb), and The birth of a geopolitical Germany with MEP Sergey Lagodinsky (3 Mar). The Power Atlas was presented with HRVP Josep Borrell (29 Mar). ECFR organized briefings on European Sovereignty Index for EP with Mario Damen (SFOR & EPRS), as well as for EEAS with Maike Tribbels. On 13 Oct, the Brussels dinner on EU external tech strategy was chaired by Josep Borrell. MENA: Antonia Zafeiri (EEAS) & Eldar Mamedov (EP) joined the Egypt Roundtable (28 Feb-1 Mar). The China/MENA Workshop (6-7 Apr) was attended by Till Blume (EEAS). All Strategy groups meetings were in Brussels, including the GCC-EU (14 Jun) with Carl Hallergard (EEAS) & Hannah Neumann (EP); on Iran (14-15 Jun) with EEAS experts Bruno Scholl, Florin Nita; on Yemen (14-15 Sept) with EEAS Martin Albani, Carl Hallergard & Anna Panagiotakopoulou. WIDER EUROPA: The webinar on Belarus (26 Jan) had the participation of Dorota Dlouchy (EEAS). Jolita Pons, EU Delegation to Russia joined the Russia Strategy Group (2 Feb). On 25 Feb the discussion on BiH was chaired by MEP Viola von Cramon. The seminar on Ukraine (10 May) was attended by Fredrik Wesslau, EU Advisory Mission. MEP Radoslaw Sikorski joined events about Ukraine on 7 Jun & 14 Dec. Two discussions on the Kosovo-Serbia dialogue were organized with Miroslav Lajčak, EU Special Representative (28-29 Sept & 1-2 Dec). The seminar on EU-Belarus Relation (24 Oct) was attended by MEPs Petras Auštrevičius, Andrius Kubilius, Juozas Olekas and Sergey Lagodinsky. Hervé Delphin (EEAS) joined the European Political Community meeting (22 Nov). On 19-20 Jun the ECFR’s ANNUAL COUNCIL MEETING had MEP Reinhard Bütikofer, Eva Maydell, Hannah Neumann & Katarína Mathernová (DG NEAR) as speakers. ECFR MADRID: On 22 Mar the transatlantic dialogue with Venezuela was attended by MEP Javier Lopez. The Brussels workshop on the EU external tech strategy (14 Oct) had Olivier Bailly (EEAS), Félix Fernández-Shaw (DG International Partnerships), David Ringrose (EEAS), Oliver Bringer (DG CNECT) as speakers. ECFR ROME organized a migration session (17 Feb) with Natalina Cea (EUBAM Libya). The Geopolitics of the Green Deal (11 Apr) had the participation of Stefano Grass (EC). On 23 Oct the energy security meeting was attended by Gilles Gantelet (DG Environment), Yolanda Garcia (DG Energy). ECFR WARSAW organized meetings on European security order (1 Feb) with MEP Włodzimierz Cimoszewicz, on Ukraine refugee crisis with Beate Gminder (HOME) on 25 Mar & with Franz Lamplmair (HOME) last 25 Nov
