    Goals / Remit

    The European Food Banks Federation (FEBA) is a European non-profit organization and works in collaboration with 24 full members and 5 associate members in European countries. For 33 years, FEBA mission has consisted in representing its membership at European and international level, supporting and strengthening food banks in Europe by providing training, sharing best practice and knowledge, and developing partnerships, and fostering the creation of new food banks. FEBA brings together 421 food banks and branches which are committed to fight against food waste and to feed the most deprived. In 2018 our members redistributed 781,000 tons of food, equivalent to 4.3 million daily meals, to 9.3 million most deprived people through 45,700 charitable organizations thanks to the professionalism of 31,700 co-workers (85% volunteers). In addition to surplus food from the food supply chain, FEBA members also redistribute food from the Fund for European Aid to the most Deprived (FEAD) and the Fruits and Vegetables withdrawal scheme, as well as from individual donations.

    In 2018 FEBA incorporated in Brussels, Belgium, an "Association Sans But Lucratif" Under Belgian law, and took over operations from FEBA "Association loi de 1901" in Bourg-La-Reine, France.
    Accounts of both entities were merged as on 30 November.
    FEBA in Belgium employed 3 staff as per 31 Dec 2018, while French operations worked with voluntaries and external consultants.
    The expenses reported here include 223525 EUR of support to Members and Project Members operations or projects.

    On 22 December 2017 FEBA signed a Framework Partnership Agreement 2018-2021 (reference No VS/2017/0463) with the European Union, represented by the European Commission, within the European Union Programme for Employment and Social Innovation (EaSI).

    In early 2018 FEBA Board of Directors decided to create a EU Working Group, coordinated by FEBA and composed of representatives from our membership who deal with European issues. The main aims of this EU Working Group consists in developing thematic expertise on EU topics and to facilitate the exchange of information and best practice between FEBA and its membership. On 10-11 September FEBA organized a workshop on European Social Strategy for the EU Working Group at our premises in Brussels with 23 participants from 13 different counties.
    The activity of the EU Working Group continued after the workshop through a regular and constant flow of information about EU policies, in particular with a focus on the new MFF 2021-2027, the European Pillar of Social Rights, the current Fund for European Aid to the most Deprived and the new European Social Fund Plus (ESF+). As a follow up of the workshop, in collaboration with its membership, in particular the EU Working Group, FEBA drafted a position paper presenting its opinion on "The European Social Fund Plus (ESF+) in Europe post-2020". FEBA and its EU Working Group also tabled some amendments to the Commission's proposal for the European Social Fund Plus (ESF+) which were presented to the rapporteur of the European Parliament and disseminated to the shadow rapporteurs and MEPs thanks to the involvement of our membership.

    FEBA participated in 5 meetings of the FEAD Network and the FEAD meeting with EU-level stakeholders on 29 November 2018.

    The European Commission, DG Health and Food Safety, decided to award a Grant Agreement for an action with one beneficiary for the action entitled “Support to the European Food Banks Federation in expanding and strengthening its network in the EU” (Agreement Number – SANTE/2018/E1/FEBA/SI2.790560). The work programme proposed by FEBA in its application for an action grant aimed to improve the exchange of knowledge and information and help build the skills of its members as well as the capacity of the organisation to recover and redistribute food in a safe and efficient manner. In doing so, it will support FEBA in expanding and strengthening its network in the EU, in line with the objectives of the action grant awarded to FEBA as part of the 2018 Annual Work Programme in the Food and Feed Area.

    FEBA participated in the meetings of the EU Platform on Food Losses and Food Waste (FLW) coordinated by DG Health and Food Safety, European Commission and took part in the meetings of the sub-groups on Food Donation and Action & Implementation.
    In the context of the EU Platform FLW, FEBA contributed to the drafting of the document on “Redistribution of surplus food: examples of practices in the Member States”, which will be finalized in 2019.

    Moreover, on 28 November 2018, FEBA was invited to take part in the first webinar organised by the European Commission on ‘EU actions to prevent food waste’.
    The event was part of the G7 members’ exchange of best practices and lessons learned in reducing food loss and waste, under the G7 Alliance on Resource Efficiency. The webinar showcased EU actions carried out in the effort to achieve the UN SDG 12.3 target to halve per capita food waste at the retail and consumer level by 2030, and reduce food losses along the food production and supply chains.

    FEBA was selected as member of the Advisory Group in the project "Food redistribution in the EU: analysis
of existing frameworks and dissemination opportunities" financed by European Commission, DG Health and Food Safety.
