Goals / Remit
The European Food Banks Federation (FEBA) is a European non-profit organisation and works in collaboration with 24 Full Members and 6 Associate Members in European countries. Since 1986, FEBA mission has consisted in representing its membership at European and international level, supporting and strengthening Food Banks in Europe by providing training, sharing best practice and knowledge, and developing partnerships, and fostering the creation of new Food Banks. FEBA brings together a network of over 300 Food Banks which are committed to prevent food waste and reduce food insecurity. In 2020 our members redistributed 860,000 tonnes of food to 48,126 charitable organisations providing food assistance to 12.8 million most deprived people thanks to the professionalism of 37,016 co-workers (85% volunteers). FEBA Members redistribute surplus food from the food supply chain, food from FEAD, EU and national withdrawn produce, and individual and corporate food collections.

In 2018, FEBA Board of Directors decided to create an EU Working Group, which is coordinated by FEBA and is composed of representatives from the membership who deal with European issues. The main aims of this EU Working Group consist in developing thematic expertise on EU topics and facilitating the exchange of information and best practice between FEBA and the membership. In 2020 the EU Working Group was coordinated by FEBA and composed of 30 Food Bank representatives from 22 FEBA Members.
Despite the ongoing COVID-19 pandemic, the EU Working Group continued its activities – thanks to technology and online systems for conference calls – to advocate both at EU and national level. The objective of the EU Working Group is to convene in one single voice a common position towards the challenges that Europe is facing and set a common workplan to advocate for the interests of FEBA Members in the upcoming months and years.
In 2021, other than organising 9 online meetings and facilitating regular exchanges via email, FEBA drafted 8 EU Monitoring Reports covering the most important updates at EU level concerning its main interests and disseminated briefings on key t topics (e.g. REACT-EU). Moreover, FEBA and its EU Working Group drafted contributions for 2 open consultations published by the European Commission on relevant issues and policies to play a pivotal role and position Food Banks at the core of the decision-making process. Finally, FEBA contributed to 5 surveys promoted by the EU.
As member of the Advisory Group of the FEAD Community, FEBA also actively contributed to the organisation and participated in the meetings organised by the FEAD Community. In 2021, FEBA carried out a survey about the implementation of FEAD in 2020 to 11 members which benefited from the FEAD (Belgium, Czech Republic, Estonia, France, Ireland, Italy, Lithuania, Poland, Portugal, Slovakia, and Spain). The survey provided information and knowledge from the largest network of Partner Organisations of the programme and was tailored to disclose details on the quantitative and qualitative impact of the FEAD, challenges and opportunities related to it, and the consequences provoked by the coronavirus pandemic on FEAD activities. FEBA analysed the results of the survey, and the findings were presented in a report that FEBA published in October 2021 and presented at the second Annual Conference of the FEAD Community on 19 October 2021 in Brussels. The report featured an overview on the FEAD and FEBA Members, 2020 FEAD highlights, and a last section dedicated to the FEAD and FEBA Members at the time of COVID-19.
The European Commission contracted an external study on the use of electronic vouchers or cards for delivering food/basic material assistance to the most deprived. FEBA drafted a document on the topic, upon request of the consultancy firm conducting the study on e-vouchers for the European Commission. FEBA was contacted by a consulting agency contracted by the European Commission, DG Employment to carry out a feasibility check on food donations to assess the most feasible simplified cost solutions that could be used in the framework of the ESF+.
FEBA actively contributed to the EU Platform on Food Losses and Food Waste, that was established in 2016 and brings together key players from the public and private sector, ranging from EU institutions, to experts from the EU countries, as well as relevant stakeholders. FEBA also has been selected for the Platform's second mandate (2022-2026) and supports the work of the sub-groups on food donation, action and implementation, and food loss and waste monitoring.
Moreover, FEBA took part in the pilot project “Food redistribution in the EU – Analysis of the existing frameworks and dissemination opportunities” promoted by the European Commission (Directorate-General of Health and Food Safety – DG SANTE). In this framework, between 2019 and 2020, FEBA organised 10 stakeholders‘ dialogues.Other activities
