    Goals / Remit

    The European Food Banks Federation (FEBA) is a European non-profit organization and works in collaboration with 24 full members and 5 associate members in European countries. Since 1986, FEBA mission has consisted in representing its membership at European and international level, supporting and strengthening Food Banks in Europe by providing training, sharing best practice and knowledge, and developing partnerships, and fostering the creation of new Food Banks. FEBA brings together 335 Food Banks which are committed to prevent food waste and reduce food insecurity. In 2020 our members redistributed 860,000 tons of food to 12.8 million most deprived people through 48,126 charitable organizations thanks to the professionalism of 37,016 co-workers (85% volunteers). FEBA members redistribute surplus food from the food supply chain, food from FEAD, EU and national withdrawn produce and food collections.

    In 2018, FEBA Board of Directors decided to create an EU Working Group, which is coordinated by FEBA and is composed of representatives from the membership who deal with European issues. The main aims of this EU Working Group consist in developing thematic expertise on EU topics and facilitating the exchange of information and best practice between FEBA and the membership. In 2020 the EU Working Group was coordinated by FEBA and composed of 29 Food Bank representatives from 19 FEBA members.
    Despite the situation caused by the pandemic, the EU Working Group did not stop its activity but continued – thanks to technology and online systems for conference calls – to advocate both at EU and national level. The objective of the EU Working Group was to convene in one single voice a common position towards the challenges that Europe is facing and set a common workplan to advocate for the interests of FEBA members in the upcoming months and year. Other than organising 4 meetings (one meeting in Brussels and 3 online meetings) and facilitating regular exchanges via email, FEBA drafted 8 EU Monitoring Reports covering the most important updates at EU level concerning the main interests and disseminated targeted briefings on the main important topics (e.g. European Green Deal, REACT-EU). Moreover, FEBA and the EU Working Group drafted 1 position paper on the Farm to Fork Strategy and the new food system and submitted a feedback to 5 open consultations published by the European Commission on relevant topics and policies (Circular Economy, Farm to Fork Strategy, Reg. (EC) No 852/2004 on food hygiene, Child Guarantee, Social Europe) to play a key role and position FEBA and the membership at the core of the decision-making process.

    As member of the Advisory Group of the FEAD Community, FEBA also actively contributed to the organization and participated in the meetings organized by the FEAD Community. Moreover, FEBA circulated a survey about the implementation of FEAD in 2019 to 12 members which benefited from the FEAD (Belgium, Czech Republic, Estonia, France, Greece, Ireland, Italy, Lithuania, Poland, Portugal, Slovakia and Spain). The survey provided information and
    knowledge from the largest network of Partner Organizations of the programme: results, key findings, successes and hurdles, issues, proposals to improve the impact (e.g. type of products, pace of deliveries, reporting, audit). FEBA analysed the results of the survey and the findings were presented in a report "FEAD and the European Food Banks Federation – 2019 Implementation Report".

    The European Commission contracted an external study on the use of electronic vouchers or cards for delivering food/basic material assistance to the most deprived. FEBA drafted a document on the topic, upon request of the consultancy firm conducting the study on e-vouchers for the European Commission. FEBA was contacted by a consulting agency contracted by the European Commission, DG Employment to carry out a feasibility check on food donations to assess the most feasible simplified cost solutions that could be used in the framework of the ESF+.

    FEBA actively contributed to the EU Platform on Food Losses and Food Waste, that was established in 2016 and brings together key players from the public and private sector, ranging from EU institutions, to experts from the EU countries, as well as relevant stakeholders. The European Food Banks Federation was invited as speaker to the meetings of the EU Platform on Food Losses and Waste in 2020.

    Moreover, FEBA took part in the pilot project “Food redistribution in the EU – Analysis of the existing frameworks and dissemination opportunities” promoted by the European Commission (Directorate-General of Health and Food Safety – DG SANTE). In this framework, between 2019 and 2020, FEBA organised 10 stakeholders‘ dialogues.
